Provide a summary of the project or program:
           OIC of Ouachita provides job training and HiSET learning skills for low income or no income clients. It has served two strategically located poor communities in the Booker T. and Richwood Communities for more than 40 years.Because our programs are grant funded, clients are not charged a fee to attend. The HiSET program helps clients obtain the equivalent of a high school diploma. Without it, they cannot obtain career oriented employment nor can they move toward higher education. In this program, clients work with Louisiana State Certified teachers and progress at their own pace. HiSET classes are offered at both sites. Clients with a high school diploma may participate in the Business Administrative Technology program which is an 18-week requirement. Clients are prepared to work in an office, a bank, a retail facility, or perform general skills on computers using Microsoft word, Power point, Excel or other programs. They are required to do an internship with a company that evaluates their learning skills and reports outcomes to the programs and training supervisor. An Administrative Medical Assistant Program is taught by a registered nurse to clients who have entry level interest in the medical profession. The 36-week programs trains clients to sit with patients, administer medicine, take vital signs, work in a doctor's office, and perform CPR. At the end of the course, clients take a National Administrative Medical Assistant Exam that is scored by the company and the results are reported to OIC almost immediately. Clients are given national certificates of completion and pins if successful. The passing rate is 85 to 90%.OIC offers a Senior Citizens Computer Class for clients over 55 without knowledge of how to use computers. Many left the workplace prematurely and are able to return after our training. An after school tutorial program is offered to clients 5 to 13 years of age. Clients are given help with high stakes testing, homework, behavior management, self-motivation skills, and dropout intervention. The program last 36 weeks or the duration of the school year. A Financial Literacy class is taught to all clients in the program so that they can learn to manage their money wisely, get out of debt, and save something. At the end of the year a graduation is held for clients who complete the programs with certificates of completion. A guest speaker delivers the graduation remarks, and diplomas and/or certificates of completion are handed out. A job developer helps clients to find career oriented employment at the end of the year.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          To provide HiSET skills so that low income or no income clients without a high school diploma can obtain one. They will be able to find decent employment, or go on to higher education. The job training program allows low income clients to obtain much needed work skills that will provide the gateway to better employment or career employment. Clients are taught self-esteem and motivation, how to dress for success, resume writing, and are encouraged to become productive citizens. When clients improve, the community improves and becomes a safer, better place to raise families.

What are the goals and objectives for achieving such purpose?
          The goal is to provide skills and put more low income clients in better working places where they can earn decent wages. The objective is to provide them with the type of job training skills they need and help them find jobs to become independent from social programs and to provide adequately for themselves and their families.
