TAX/INCOME/PERSONAL:  Provides that a transaction executed prior to December 31, 2008, in which the obligation is secured by the subject of the transaction and the maturity date for the obligation occurs after December 31, 2008 qualifies for the requirement that 50% of the "total base investment" of a movie infrastructure project must be expended prior to that date.
