TAX/AD VALOREM: Constitutional amendment to grant an exemption from all property taxes for the homesteads owned and occupied by those 65 years of age or older, or that owner's surviving spouse who is 55 or older, or who has minor children, requires a "roll forward" or "roll back" of millages in the year such exemption is implemented, increased, or decreased if tax collections increase or decrease above or below the total amount of ad valorem taxes collected in the year preceding.
