Provide a summary of the project or program:
           Louisiana Association for the Blind, established in 1927, is a nonprofit community service organization that provides employment, vocational training, and vision rehabilitation services to Louisiana individuals who are blind and visually impaired. Louisiana Association for the Blind currently has 143 employees, of which 54 are blind or visually impaired. The association is expanding and has out-grown the existing corporate headquarters and manufacturing building. The office space is limited and the manufacturing areas are not sized to maximize the efficiency of modern manufacturing processes. A new building is needed to allow the association to keep up with current and projected client demands and allow for future growth. The new facility will enable Louisiana Association for the Blind to produce more goods, which will allow for additional employment of people who are visually impaired.

The proposed project calls for the demolition of the current corporate headquarters and manufacturing facility located at 1750 Claiborne Avenue in Shreveport, and to build a new two-story 13,000 sq.ft. corporate headquarters and an attached 25,500 sq.ft. manufacturing facility.

The project is divided into three phases. Year 1 consists of architectural design services for the new building ($513,125). Year 2 consists of demolishing the existing building and constructing the 25,500 sq.ft. manufacturing facility ($3,694,500). Year 3 consists of constructing the 13,000 sq.ft. administration area and connecting this building to the manufacturing facility ($1,949,875).

What is the entity's public purpose, sought to be achieved through the use of state monies?
          "The number of Louisiana residents with impaired vision, including blindness, could more than double over the next three decades," according to Prevent Blindness America. Louisiana's population is changing. As the population ages, and diabetes and obesity continue in epidemic proportions, the number of our residents with visual impairment is growing. Eye diseases such as macular degeneration and diabetic retinopathy are dimming our citizens' sight; many of them are becoming legally blind. At the same time, the economic environment dictates the need for these Louisianians to continue working to support themselves and their families.

Louisiana Association for the Blind (LAB) meets the needs of our state’s growing visually impaired population. This project expands LAB’s manufacturing and services areas, thus CREATES EMPLOYMENT in three ways:
1) Construction jobs created to build the facility;
2) Permanent jobs created for visually impaired residents, thus reducing unemployment among this chronically under-employed and unemployed adult population; and,
3) Permanent jobs created for sighted individuals.

Increased employment will be accomplished by adding new product lines and modernizing manufacturing processes to produce in-demand goods for the federal government and private sectors. The new facility enables LAB to produce more goods which will in turn create more employment for both visually impaired and sighted people.

As an economic development venture, this construction project expands LAB's manufacturing and services areas, creating employment opportunity for the visually impaired - an underserved population. Increased employment will be accomplished by adding new product lines at LAB and the replacement of old product lines with modern manufacturing processes to produce in-demand goods.

The project calls for demolition of the current corporate headquarters and manufacturing facility, and building a new corporate headquarters and attached manufacturing facility. This project is divided into three phases:
Year 1 consists of architectural design services for the new 38,500 sq.ft. facility.
Year 2 consists of demolishing the existing building and construction of the new 25,500 sq.ft. manufacturing facility.
Year 3 consists of constructing the new 13,000 sq.ft. two-story administration area and connecting it to the manufacturing facility.


What are the goals and objectives for achieving such purpose?
          Our goal is to increase job opportunities for and reduce unemployment of people who are visually impaired. Objectives include:

1. Demolish and replace the existing facility at 1750 Claiborne Avenue (Shreveport), creating a larger, safer, and more productive workplace for our employees.
2. Provide rehabilitation and job training for Louisiana citizens who are visually impaired.
3. Maintain and create jobs for people who are visually impaired and for people who are sighted.
