Provide a summary of the project or program:
           In 2009, concerned Southwest Louisiana residents and community leaders began meeting to discuss the revitalization of Cameron Parish after the devastations of hurricanes Rita and Ike. That core group formed CameronAnswers, which became a 501((c))3 corporation in 2010. After the storms of 2005 and 2008, Federal funding rebuilt a South Cameron high school, school board headquarters and government buildings. However, stiffened building codes and higher insurance premiums have prevented ordinary families who wish to return and rebuild, and those who may want to relocate to take advantage of the widely anticipated thousands of new jobs. The Parish lost 30% of its population between 2004-2010, and 80% of that loss was from the communities along the coastline. The (unincorporated) town of Cameron is now populated primarily by parish government and by the energy sector of transient workers servicing offshore oil and gas platforms. Ordinary residential services are minimal: only two convenience stores in the southern half of Louisiana's largest-area parish; one restaurant, one motel, and no amenities. We have a Vision—CameronAnswers will initiate development in Cameron Parish in order to rebuild, sustain and grow the communities, families, workers, visitors and commerce this parish must have to thrive. •In 2013 CameronAnswers, Inc. received funding from the Cameron Parish Police Jury and West Cameron Harbor, Terminal and Port District to conduct research on the feasibility of the non-profit's recommendations to revitalize south Cameron in accordance with the Vision. Of the many projects suggested by urban land planners subsequently employed by CameronAnswers, the most important projects suggested were the building of a super convenience store with a fresh grocery market, a hotel, and a full service restaurant. This Capital Outlay request and project address one component recommended by our research. The establishment of the grocery/fuel
stop/express food service project will encourage families to return to south Cameron in greater numbers; will service the offshore energy sector (including existing and proposed LNG plants); will also serve the thousands of non-resident transient workers coming into the parish each month; and will service the visitors who come to experience the natural beauty, fishing and hunting; and, finally, will take care of the wants and needs of the the hundreds of families and workers who have remained despite the challenges of life post-hurricanes. •CameronAnswers, Inc. will own and manage this proposed land (8-acres or less) and facility (12,500 total net area). CameronAnswers will lease operations for the grocery/fresh market, retail fuel and express food service areas. For this reason, we are making no estimates of operations of these services at this time. The Fees/Self-Gen. Revenue listed above are an estimate for the aggregate rents for the different operations/operator agreements. This below market aggregate rent will be offered to operators to encourage them to return to south Cameron Parish, by mitigating their risk of re-building.
