Provide a summary of the project or program:
           The Whitney Institute operates the museum located at 5099 Highway 18 in Edgard, Louisiana. With over 13 original structures dating from the 1790s to 1865, as well as a new visitors'center, the funding required to maintain the structures in a condition in which they can be safely viewed by our patrons is substantial every year. The tour is an outdoor one in large part, in which visitors are able to experience the grounds of a Louisiana sugar plantation as it existed in the mid-1800s. As the sugar economy was the earliest source of wealth in the state, the historical experience is invaluable for our schoolchildren visitors as well as adults.

We are currently seeking funding to upgrade the outdoor pathways that must be traversed by each visitor in order that they can experience the life of the Habitation Haydel community as it existed. The weather continually degrades the current surfaces and the paths must be redone to provide safe walking and wheelchair passage. We are also hoping to have funding to acquire at lease two mobility scooters of the type recently purchased by the State for parks, to give visitors better access to this history. (The scooters cost approximately $ 6,000 each)

We will need at least the amount requested to complete the first phase of this upgrade to our ability to safely accomodate visitors of all ages and abilities.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          THE WHITNEY INSTITUTE is dedicated to preserving the history of slavery in Louisiana, and to educating the public about the period of Louisiana history from 1719 through 1865, with additional materials on the period following the Emancipation Proclamation. This is accomplished by providing tours of the property formerly known as the Habitation Haydel, which includes more than 20 original structures built in or around the late 1700s. The buildings include a main house and a French barn built before 1790.

What are the goals and objectives for achieving such purpose?
          Whitney's goal in achieving such purpose is to allow the Louisiana (and indeed the American and international) public to understand the accurate history of this period with an eye to helping all understand the challenges of our own time.

           The Whitney expects to provide this educational material indefinitely.
