The Louisiana Children's Research Center for Development and Learning, Inc., d/b/a The Center for Literacy & Learning ("The Center") proposes to partner with Louisiana public school districts and public charter schools to strengthen student learning through a comprehensive, multi-tiered system of support ("MTSS") and response to intervention ("RTI") framework. This statewide initiative will prioritize schools and districts in rural and low-resourced communities, as well as those facing persistent academic challenges, with the goal of improving literacy, numeracy, and family engagement outcomes.
Through this project, The Center will establish five regional teams—each composed of three specialists in literacy, numeracy, and family engagement—to provide wrap-around support, technical assistance, and professional learning. Each team will serve multiple school systems, collectively reaching a minimum of thirty (30) local education authorities ("LEAs") and charter schools across the state.
The Center’s multidisciplinary model emphasizes collaboration, capacity building, and sustainability. Specialists will work directly with educators, administrators, and families to strengthen instructional practices, improve student achievement, and promote ongoing community engagement. The project will integrate with existing school improvement efforts and align with Louisiana’s broader priorities in literacy, numeracy, and whole-child development.
State investment in this initiative will support the long-term public purpose of ensuring every Louisiana student, regardless of geography or circumstance, has access to high-quality teaching, responsive supports, and the tools needed to succeed academically and in life.

The Center for Literacy & Learning ("The Center") seeks to advance educational outcomes and equitable access to learning opportunities across Louisiana by strengthening the systems of support that ensure every child becomes a confident, capable learner. Through this initiative, The Center will provide a multi-tiered system of support ("MTSS") and response to intervention ("RTI") services to Louisiana public school districts, schools, and public charter schools—particularly those serving rural, low-resourced, and academically at-risk student populations.
The Center’s public purpose is to enhance the capacity of schools and districts to deliver evidence-based instruction and targeted interventions in literacy and numeracy while building stronger connections with families as partners in student success. By deploying a wrap-around model of professional support, intervention, and skill building, The Center will help local education authorities improve instructional quality, strengthen student learning outcomes, and close persistent achievement gaps.
Funding from the State will allow The Center to establish five multidisciplinary teams, each composed of specialists in literacy, numeracy, and family engagement. These teams will serve multiple school districts and/or schools, offering direct, sustained, and adaptable support tailored to local needs. The project is expected to reach a minimum of 30 local education authorities ("LEAs") and public charter schools across Louisiana.

What are the goals and objectives for achieving such purpose?
The overarching goal of this initiative is to strengthen Louisiana’s educational ecosystem by improving instructional quality, advancing student learning, and building sustainable systems of support within schools and districts. The project’s specific goals and objectives are designed to provide flexibility to address varying local needs while maintaining a consistent focus on student achievement, educator capacity, and family engagement.
Goal 1: Build the capacity of schools and districts to effectively implement multi-tiered systems of support (MTSS) and response to intervention (RTI) frameworks.
• Objective 1.1: Provide targeted professional learning and technical assistance to participating LEAs and charter schools to strengthen tiered instructional and intervention practices.
• Objective 1.2: Support schools in identifying and addressing barriers to student learning through data-driven decision-making and evidence-based instructional strategies.
Goal 2: Improve teaching and learning in literacy and numeracy through coordinated, multidisciplinary support.
• Objective 2.1: Deploy five regional teams of specialists in literacy, numeracy, and family engagement to work directly with at least 30 LEAs and/or charter schools.
• Objective 2.2: Provide ongoing coaching, modeling, and consultation to teachers, instructional leaders, and support staff to enhance classroom instruction and intervention.
Goal 3: Strengthen family engagement as a critical component of student success.
• Objective 3.1: Build local capacity for meaningful family-school partnerships by providing training, tools, and resources that encourage family participation in literacy and numeracy learning.
• Objective 3.2: Support schools and districts in developing inclusive engagement strategies that connect classroom learning with home support.
Goal 4: Promote sustainability and continuous improvement.
• Objective 4.1: Work collaboratively with district and school leadership to integrate project activities into existing improvement plans and professional development structures.
