           Implement a targeted Trap-Neuter-Return (TNR) program across East Feliciana Parish. The primary goal is to humanely trap, sterilize, vaccinate, and return approximately 140 community cats within the grant period of one year. Because East Feliciana Parish does not operate a municipal animal shelter or provide public animal control, free-roaming stray and feral cats breed indiscriminately. This places a massive, unmanaged burden on local neighborhoods and residents. By implementing TNR, we will permanently break the breeding cycle, establish a framework for humane population control and reduce overpopulation over time.

Unspayed female cats can produce up to 3 litters per year, averaging 4-6 kittens per litter. This 140-cat TNR project potentially prevents about 420 unwanted litters of kittens or roughly 560-840 births from just one litter per cat. If three litters per year per cat, those numbers jump to an astounding 1680-2520 births prevented by this TNR project.

In 2025, TNR prevented 329 cats in East Feliciana Parish from becoming 3093 cats, an increase of 2764 cats without TNR.

METHODS:

1) Provide an online TNR request form, phone or text available to all residents of East Feliciana Parish to request spay/neuter for community cats. Any necessary accommodations are made for any special needs.

2) Cats are trapped every Sunday and Wednesday (weather permitting, excluding holidays), transported to Baton Rouge Spay/Neuter every Monday and Thursday. We have standing appointments for 20 cats per week and have secured nonprofit discounted rates.

3) Maintain trap logs detailing the location, sex, resident, and photo of all 140 processed cats.

3) Provide long-term tracking of targeted colonies to document the decline of newborn kittens and seasonal stabilization.

          Backwoods TNR is an all volunteer non-profit focused on the welfare of feral cats in East Feliciana Parish, Louisiana. We work to promote and implement Trap-Neuter-Return (TNR) as a humane and effective approach to prevent and reduce overpopulation.

Our Mission is to reduce overpopulation, promote and improve the lives of free-roaming feral, stray, homeless, and abandoned cats and the people who care for them. We provide TNR at no charge to residents of East Feliciana Parish.

What are the goals and objectives for achieving such purpose?
          GOALS
Humanely Stabilize the Community Cat Population: Establish permanent population control in East Feliciana Parish by breaking the breeding cycle in the highest-density community cat colonies.

Alleviate Pressure on Residents and Neighborhoods: Reduce the number of unwanted kittens and stray cats.

Enhance Public Health and Welfare: Promote community safety and feline health by increasing rabies immunity and minimizing roaming, fighting, and breeding-related behaviors.

OBJECTIVES
By the conclusion of the grant period, this project will achieve the following:

Sterilize 140 Cats: Humanely trap, alter, and return about 140 free-roaming community cats within East Feliciana Parish.

Provide 140 Rabies Vaccinations: Ensure 100% of the 140 trapped cats receive a standard rabies vaccination, creating an immediate public health benefit.

Mark 140 cats for Identification: Provide a mandatory left ear-tip to all 140 cats under anesthesia, enabling local caretakers and residents to instantly identify sterilized animals.

Prevent Estimated Feline Births: Prevent the birth of an estimated 300 to 500 unwanted kittens within the targeted colonies over the first 12 months post-intervention.

Promote and advocate Spay/Neuter: Provide educational information of the benefits of spay/neuter in reducing community cat overpopulation and the need to monitor and target any unsterilized cats for TNR.

Engage Local Caretakers: Work with resident caretakers, provide educational materials and other resources to maintain community cat health and monitor colonies to target any new unaltered cats for TNR prevent further breeding.
