Provide a summary of the project or program:
           The Museum is requesting that $13.9 Million priority 5 funds be reclassified Priority 1 to support construction of the Hall of Democracy. The Hall of Democracy is a three story $25M building. The first floor will house the Special Exhibition Hall that will enable the Museum to exhibit travelling “blockbuster” exhibits such as a planned Norman Rockwell WWII exhibit. The second floor will have a media center that will produce in-house media programs that will expand the Museum’s education and distance learning programs. The third floor will house the Institute for the Study of War and Democracy that will examine America’s values and struggles during the 20th and 21st centuries with the goal of helping citizens understand the price of freedom.

The museum is reapplying for Capital Outlay funding in the upcoming session and is also requesting an additional $15M allocation to support construction of the Liberation Pavilion. The first floor of the Liberation Pavilion will cover the immediate aftermath of the war while the second floor will focus on the notion that freedom is always under pressure and always being challenged. The third floor will examine the enduring legacy of the war through an amazing theatrical presentation utilizing a revolving theater that will seat 150 people.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          The mission of The National WWII Museum is to tell the story of the war that changed the world--why it was fought, how it was won and what it means today--so that all generations will understand the price of freedom and be inspired by what they learn. Tom Hanks, the spokesperson for the $370M capital
campaign, said "The National WWII Museum is a place where you come to learn with your heart as well as your head". It has been described as a place where you go to feel America's greatness.

The State of Louisiana is fortunate to have America's National Museum honoring the generation that fought in World War II located in New Orleans. But beyond the mission of the Museum, the Museum is a major destination attraction for the City and the State. It is rated by Zagat's as the attraction with the "Top Appeal" in the City of New Orleans. Almost 80% of the visitors to the museum are from outside the New Orleans region. In surveys, fifty percent of the out-of-town visitors state the Museum is the first or second reason they came to
New Orleans. Thirty percent of those visitors state the Museum is the primary reason for their visit. This defines The National WWII Museum as one of the true destination venues in the City and State. Surveys also show that visitors to New Orleans stay an average of three days in the City. With visitation upon completion of the expansion projected to be 710,000, it is easy to calculate the economic impact created by 213,000 visitors (30% of 710,000) staying 3 nights in New Orleans. Additionally, the expanded Museum is projected to generate $18M in State and local taxes.

As important as the direct economic impact is, the Museum has possibly a more profound impact on the City and State as a result of the positive image it creates arising out of the often very emotional visitor experiences, as well as the many national and international events sponsored by the Museum both here and in other parts of the country. The Museum is fortunate to have relationships with several national personalities such as Tom Hanks, Tom Brokaw and Steven Spielberg who often speak about the importance of the Museum to national audiences.

Following Katrina, many people assumed the expansion was like WWII itself, history. How, some postured, can you make a decision to pursue a major expansion when there is so much uncertainty, a negative environment impacting fund raising, so much obvious difficulty managing day to day affairs, so much
inflation, so much despair? But emblematic of the spirit that prevailed in America from 1941 to 1945, the Museum Board posed another question: Do you fold your tent because the task has
become more difficult even though your mission means more now to the City and to the citizens than anyone had ever imagined before Katrina? Our Board said no. Our Board voted unanimously to move forward and ratified a substantially larger expansion budget even in the face of increased construction costs due to Katrina.

The National WWII Museum remains committed to our mission and to our City and State. We believe in the rebirth and recovery of New Orleans, and we intend to be in the vanguard of the recovery.

We believe the 210,000 square foot $400 Million expansion will make The National WWII Museum, which today is rated as the best military museum in the U.S. according to USA Today, the finest military museum in the world.
