Provide a summary of the project or program:
           Currently, the French Quarter in New Orleans does not have any medical providers. This part of New Orleans is home to many in the hospitality and food industry. Bartenders, delivery drivers, waitresses, hotel staff and many more need primary and behavioral health care that is closer and more affordable. START Corporation, through the newly redesigned St. Jude Community Center located at 400 N. Rampart Street, New Orleans, 70112, will address health disparities and inequities in the quality of health, health care and health outcomes experienced by groups based on social, racial, ethnic, economic and environmental characteristics. The project will serve as a hub for START programming including: a Federally Qualified Health Center (Primary, Behavioral Health, Substance Abuse Treatment, Dental, and Pharmacy), Our Feeding Partner Programs (Grace at the Green Light, St Jude), Community-Based Behavioral Health Services, Youth Drop In Center, Veterans Services, Recovery Services, Housing is Healthcare/Transitional Housing for Behavioral Health & Veterans.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          The St. Jude Community Center will consolidate three scattered programs across separate locations in New Orleans together into a single site, creating a one-stop center for collaboration and services. START will continue to help the community navigate through an uncertain economy, barriers to service and regional challenges. A combined location will allow us to double down on our work to serve and provide stability for individuals and families in our community. Making multiple services available at one location with help us to coordinate different needs within one building eliminating loss time and easier navigation for the community.

START Corporation is working with an architect to prepare a space plan and estimated cost of renovations. Each floor will contain:

First Floor: Federally Qualified Health Center (Primary, Behavioral Health, Substance Abuse Treatment, Dental, and Pharmacy) & Our Feeding Partner Programs (Grace at the Green Light, St Jude)
Second Floor: Community Based Behavioral Health Services, Youth Drop In Center, Veterans
Services, Recovery Services
Third Floor: Housing is Healthcare/Transitional Housing for Behavioral Health & Veterans

The proposed project will be split into two Phases, with programs being relocated to the facility as renovations are completed. These programs have sustainable funding attached to them which will cover the operating and maintenance costs of the newly renovated building.


What are the goals and objectives for achieving such purpose?
          PHASE I:

Saint Jude Housing Collaborative: The St Jude Housing Collaborative will provide tenant based rental assistance and intensive services to households who were experiencing unsheltered homelessness. Clients will be referred through the CoC Coordinated Entry System that make referrals among people who are experiencing unsheltered homelessness and have disabling conditions, with a prioritization for people with severe service needs, including people who are chronically homeless.

Assertive Community Treatment: Assertive Community Treatment (ACT) is an evidence
based practice that improves outcomes for people with severe mental illness who are most at risk of psychiatric crisis, hospitalization, homelessness, and involvement in the criminal justice system. ACT is one of the oldest and most widely researched evidence based practices in behavioral healthcare for people with severe mental illness. This approach can be ideal for those with severe mental illness and addiction, or for those who have not typically responded well to outpatient therapy. Services are provided within the community.

Permanent Supportive Housing: The Permanent Supportive Housing (PSH) program links adults ages 18 and up to affordable rental housing with voluntary, flexible, and individualized services to people with severe and complex disabilities, enabling them to live successfully in the community.

Regional Recovery Hub: The Recovery Hub is a one-stop, substance use support service that aids individuals in navigating various substance use resources. Individuals can come from anywhere in the state to receive this service, which are free and confidential.

Supportive Services for Veteran Families: SSVF provides assistance to Veteran families experiencing a housing crisis or homelessness. SSVF provides services that include assistance with utilities, outreach services, case management, assistance in obtaining VA benefits and coordinating other public benefits for Veterans and their families.

Rapid Rehousing and Rapid Rehousing for Families: RRH/RRH for Families assists individuals and families experiencing a housing crisis or homelessness, helps them apply for public resources and benefits, and provides case management support.

PHASE II:

Federally Qualified Health Center: In 2014, START applied for Section 330 Health Care for the Homeless (HCH) New Access Points (NAP) funding in Houma, Louisiana. CHC patients mirror the client base for START’s existing programs, which include low-income persons, severe and persistent mental illness, substance use disorders, brain injury, other physical disabilities and developmental disabilities, and veterans. START opened its first New Orleans CHC in 2019. Services provided include: primary care, behavioral health, medication management, Medicaid enrollment, substance use treatment, and HIV/AIDS treatment. START will explore offering dental and pharmacy services at the St. Jude location.
