Provide a summary of the project or program:
           The Foundation for Science and Mathematics Education, Inc. (FSME) is requesting state funding for a permanent home for the New Orleans Science and Math High School (Sci High). The project was started over 10 years ago with Capital Outlay funding and an agreement between the Orleans Parish School Board (OPSB) and Delgado Community College to renovate a building on Delgado’s campus to house the New Orleans High School That Works. The High School That Works project became dormant and was not completed. In the 2010 Legislative Session, an unspent balance of Capital Outlay funding in the dormant Delgado Campus project was reallocated to the Foundation for Science and Mathematics Education for the Model for a 21st Century Workforce Development Urban High School project.

On September 14, 2010, a Cooperative Agreement was signed for these funds to be used for the planning of the proposed Model for a 21st Century Workforce Development Urban High School – New Orleans Science and Mathematics High School. A 2nd Amended Cooperative Agreement was signed on July 7, 2014. At its September 10, 2015 meeting, OPSB confirmed its commitment to a new facility for Sci High.

Sci High is currently operating with a short-term lease in a New Orleans elementary school; however, this building is not designed to serve as a high school and is in dire need of extensive renovations. There is a critical need for an open access, high quality science and math high school in New Orleans to develop the skilled workforce required to sustain and grow the economy. Using only one industry as an example, it is estimated that our state will require approximately 7000 clinical trial non-professional staff over the next 10 years. Louisiana must train 700 skilled men and women annually to meet this need. Due to the economic development impact of the project, FSME will ask the Commissioner of Administration to declare the match requirement not applicable.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          The Foundation for Science and Mathematics Education, Inc. serves the public need for high­-quality open­-admissions high schools. The Foundation supports the New Orleans Science and Mathematics High School (Sci High), a school designed for students to acquire the skills necessary to succeed in technology, engineering and mathematics­-based industries with rigorous programming available to any student residing in Orleans Parish. Sci High is a critical feeder school to local colleges and universities, especially in the fields of science and mathematics. Its students also become the local skilled workforce.

What are the goals and objectives for achieving such purpose?
          For Louisiana to be competitive in today's 21st Century global economy, the state must build a workforce to sustain growth in local and statewide biomedical and other technologically-­based industries. An open-­access, high-­quality science and math high school in New Orleans is a critical component of this process. The Foundation for Science and Mathematics Education is requesting funding to provide a permanent home for Sci High and to fulfill the vision of a model partnership between urban secondary education and workforce development.
