Provide a summary of the project or program:
           New Orleans has long struggled to provide services to its most vulnerable residents. Disaster hits the most vulnerable the hardest, and Hurricane Katrina was no exception. As many of New Orleans’ most vulnerable populations were not able to evacuate the city, the devastation left thousands homeless, led to an increase in physical and mental disabilities, and exacerbated existing health problems. Across the board, people with special needs who fit into multiple categories of special needs populations, or those who do not have organizations specifically working with them, experience immense difficult finding adequate services. Our special needs services system, like most other systems, has silos that need to be further broken down to address the needs of all of New Orleans most vulnerable citizens.

Individuals with special needs face many of the same issues as low-income New Orleanians: paying too much in rent or on a mortgage and living in neighborhoods with limited access to services. However, individuals with special needs, like the formerly incarcerated, also face additional barriers and require additional supportive services in order to thrive. Further, these populations are more at risk of not having safe and affordable housing options.

The One Table Project is a coordinated funding mechanism designed to enhance the ability to attract and deploy capital effectively and efficiently in New Orleans urban core. Led by the Ford Foundation and Foundation for Louisiana, the One Table initiative is committed to meeting the goals of expanding opportunities for low- and middle-class families; revitalization of underserved communities; real estate development that provides long-term community benefit; putting vacant properties back into commerce; educating and sharing information; reducing development costs; and preserving place, culture and people.

The One Table Project will
¿ Expand to include local CDFIs and local banks as a part of the One Table collaboration;
¿ Leverage the existing construct as a mechanism for capacity building for local community finance and development organizations;
¿ Review and refine the capacity building program to meet the knowledge, skill and capacity levels investors are looking for emerging and community-based developers;
¿ Build a pre-qualification process and standard for emerging and community-based developers in the Claiborne Corridor as a risk reduction strategy for investors;
¿ Create an entry point for emerging and community-based developers in the Claiborne Corridor to access investment and finance;
¿ Create a wayfinding mechanism/strategy for social purpose investment in the Claiborne Corridor; and
¿ Brand as a place to assemble capital to support redevelopment and to address the market forces of gentrification in the Claiborne Corridor.
The One Table will project will directly address the challenges of displacement by investing in affordable housing and small businesses owned by neighborhood residents and those providing critical services to the target communities.

The funds secured through the Capital Outlay will be managed under the One Table process to create multiple sites for providing housing for returning citizens. The Louisiana Prisoner Reentry Initiative (LA PRI) partnership is not simply disconnected agencies working together to improve efficiencies and expand capacity—it is rooted in community engagement and empowerment. Finally, it will effectively and efficiently leverage all partners to make targeted strategic investments allowing HousingNOLA to execute the city’s 10 year housing plan and address the needs of the formerly incarcerated.

          The mission of the Foundation for Louisiana is to invest in people and practices that work to reduce vulnerability and build stronger, more sustainable communities statewide.

          The Foundation for Louisiana's focus areas are a key link between our program activities and our overall theory of change. By building leadership capacity among residents to engage in decision-making practices, our efforts help to create the critical mass needed to advocate for meaningful social change.
Often, these changes are most effective and reach the most residents when they become enforceable policies: just and equitable access to economic developments that will result in safe, healthy and thriving communities for all Louisianans.
