           Our Lady of the Lake Children's Hospital is Louisiana's second largest provider of pediatric care, serving 90,000 patients from 63 of 64 parishes. It is the preferred facility for pediatric emergencies with a 24/7 pediatric emergency department and a pediatric transport team that has transported more than 500 children to Baton Rouge from other communities. As one of only six St. Jude affiliate clinics in the country, our hematologists/oncologists have access to world class expertise, state-of-the-art cancer research and treatment protocols. The Children's Hospital is also a source for community-based initiatives that expand access to healthcare and essential education to children. Children are cared for regardless of their ability to pay—70% or 65,100 children are uninsured or covered by Medicaid.

Positioned with our prominent geographic location at the I-10/I-12 corridor in Baton Rouge, our distinguished reputation of excellent pediatric care, as well as the long-standing mission of our Sisters, we are well set to become a destination children's hospital for the state of Louisiana. Currently many parents are forced to leave their homes and families to travel to Baton Rouge or to other states to seek tertiary care for children. The mission of our Sisters to care for all children as well as a lack of comprehensive pediatric hospital services and specialists offered in similar facilities in the area, affords us a unique opportunity to provide for the community. Establishing a free-standing Children’s Hospital will create a distinct environment that accommodates the unique needs of pediatric patients and their families. Patient safety and quality will be improved due to the particular focus on children’s health outcomes as will the level of physician expertise attracted to the Baton Rouge community. Our
Lady of the Lakes current status as an academic medical center includes a pediatric residency program that requires continued
interest and commitment from top tier residents—a component that will be strengthened through the provision of a cutting edge learning environment. A designated pediatric hospital will also create capacity on the existing Our Lady of the Lake campus, which is experiencing rapid growth.

Construction of the new hospital will allow for expansion to accommodate continued growth and to implement best practices in pediatric healthcare facility design. Children’s Hospital program will relocate from two floors in Our Lady of the Lake Regional Medical Center to a free-standing, 130-bed facility across Essen Lane. The new facility will contain space for diagnostic and treatment services, patient care, support services, and public and administration areas. Capital Outlay Request is for approximately 10% of project costs ($20,000,000 spread over 3 years) and would be allocated to Construction costs. Projected funding goals are as follows for the project: Philanthropy $50,000,000, Bond Issue $100,000,000, OLOL Children's Hospital Capital Funds $30,000,000, and State Capital Outlay Funding For Construction Costs $20,000,000. This totals the $200,000,000 overall project cost.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          To construct a 130-bed, free-standing Children's Hospital facility to provide specialized inpatient and outpatient care for Louisiana's pediatric population. This new facility will include an Emergency Department, Operating Rooms, ICU, patient care areas, and all ancillary departments necessary to provide inpatient and outpatient pediatric care.

What are the goals and objectives for achieving such purpose?
          In order to accommodate expansion and specialized needs of pediatric patients and families, a new facility is needed. The program is currently housed within floors 2 and 3 of Our Lady of the Lake Regional Medical Center. The new Children's Hospital facility will include space for comprehensive pediatric medical services across the inpatient and outpatient continuums of care. The distribution of patient care, diagnostic and treatment, and shell space to public, administrative, and support space. The ratio for the patient
care/diagnostic and treatment/shell space to public/administrative/support space is approximately 74% to
26%. Shell space will be used for future expansion for patient care services to total the 130-bed capacity.
