Provide a summary of the project or program:
           New Orleans Council on Aging fulfills a dual objective of serving the most frail and needy of older adults who are living alone, or without an adequate support system, and to reduce senior hunger by addressing the most basic right to food access. Roughly 10.2 million seniors age 60 and older faced the threat of hunger in 2014. This represents a 119 percent increase from 2001 to 2014 of seniors affected by hunger. The Meals on Wheels Research Foundation cites more than 750,000 Americans over age sixty-five who live alone have difficulty obtaining a steady supply of food and experience some degree of hunger. Older adults who experience hunger are at risk for serious health problems. Hunger increases the
risk for stroke, exacerbates pre-existing medical conditions, limits the
efficiency of many prescription drugs, and may affect brain chemistry thus
increasing the incidence of depression and isolation. Furthermore, Older
Americans Act (OAA) Nutrition Program funding has not kept pace with need of inflation, so meal programs are underfunded.

24.4% of older adults in Louisiana are struggling with hunger. Most clients are low-income residents who are unable to afford a meal from commercial sources. Meals on Wheels provide clients with a nutritious meal and help to foster daily contact. A recent Brown University study spanning nine years (2000-2009) went a step further and cited that for every $25 a state spends on meals each year per person over 65, the low-care nursing home population decreases by a percentage point—a great return on investment. A hot meal coupled with peer interaction can help keep people in their homes longer, saving states tons of money.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          The New Orleans Council on Aging exists to protect the rights,
promote the well being, and enhance the self-esteem of New Orleans elderly by generating opportunities for self-reliance and independence. New Orleans Council on Aging is responsible for insuring that a comprehensive and coordinated assortment of social, recreational, educational, and nutritional services for persons aged sixty and over in Orleans Parish. The capacity to serve our “waiting list” clients and expand the reach of services to the target population will be met with additional funding. Approximately 1200 more older adults will be able to have a daily, nutritious meal for a year.


What are the goals and objectives for achieving such purpose?
          The Meals on Wheels program has a 40 year track record of success with a history of quality service delivery and demonstrated measure of sustainability. We currently serve over 400 home bound seniors during the weekdays. For many of these seniors, the visit from our delivery driver may be the only social interaction they receive.

We will use three indicators of community benefit:
1) increase the number of services available to the target population,
2) increase the number of clients served,
3) and increase the number of meals provided.

GOAL: Better coordinate in-home and community based services to provide more assistance to older adults, helping them to remain independent for as long as possible.

OBJECTIVES:
Needs assessment respondents from 2016 indicated that they would like to see the number of personal care and respite services increase. The AAA Advisory Council will work with other aging and health providers in the community to leverage resource and staff capacity.

General Goals and Objectives:

Goal 1: To encourage participants to stay active in the community and interact with their peers by:

(1) Providing educational programming, encourage health promotion activities, and promote socialization which enables older adults to maintain a functional and independent lifestyle.
(2) Providing a social environment and a social support system to reduce isolation and depression.

Goal 2: Decrease the waiting list for the Meals on Wheels Program.
