The LASPCA will achieve two critical outcomes through the proposed project. First, to reduce the number of strays and corresponding dog bites and attacks in the community, access to low cost or free spay/neuter, vaccinations and microchips are needed, in addition to transportation to receive these services. Second, many Louisianians do not have awareness of the careers available in Animal Wellbeing or necessary skills to enter or return to this industry. The workforce development initiatives will train individuals to enter the workforce as trainers and veterinary technicians as well as enable veterinary students to translate their academic training into practice. Both initiatives will deliver more skilled individuals qualified for above market rate employment anywhere in Louisiana.

Access to Veterinary Care with Transportation Overview
In order to reduce the number of strays and corresponding dog bites and attacks in the New Orleans Community, access to low cost or free spay/neuter, vaccinations and microchips are needed. Many New Orleanians do not have transportation to take their dogs to be spayed/neutered.
Goals/Objectives
Reduce incidents of dogs roaming, biting or attacking in high need areas by providing transportation and free or low cost spay/neuter, vaccinations and microchips to 500 dogs in high need areas of the community.
Workforce Development Initiative Overview
Many Louisianians do not have awareness of the careers available in Animal Wellbeing or necessary skills to enter/return to this industry.
Veterinary Student and Veterinary Technician Externships – Both Veterinary Medical Students and Veterinary Technicians seeking licensure require hands-on externships to complete their studies and become licensed in Louisiana. Animal shelters are uniquely able to provide the required hours of supervision for these students and opportunities for them to apply the skills they are learning to animals in need of care.

Increase the technical skills of 12 veterinary medical students and veterinary technicians through externship experiences.
Dog training/Anti-recidivism Program Overview
The LASPCA launched a program in 2024 to provide dog training skills to inmates at the Louisiana Women’s Correctional Institute. Because dog trainers do not require licensure, this can be an entrepreneurial career path for women who have successfully completed their prison terms and are preparing to be released. The goals for the program are twofold. First is to move medium to large dogs out of the shelter which has been overcrowded, train these dogs with some basic skills/manner to move them to permanent homes more quickly. Second is to enable newly released inmates a career path.

Provide skill training to 40 female inmates in increase their ability to find employment once they are released.
