The Louisiana Alliance of Children’s Advocacy Centers (LACAC) is a non-profit focused on empowering and advocating for Louisiana’s Children’s Advocacy Centers (CAC). CACs provide support for child abuse victims, handling cases of various forms of abuse and ensuring a coordinated response with local, state, and federal agencies. In 2024, over 7,000 children were served by CACs, which utilize trained forensic interviewers to gather evidence in a trauma-informed manner. Families receive therapy and support throughout the investigative process, facilitated by a multidisciplinary team. CACs must adhere to national accreditation standards from the National Children’s Alliance to ensure quality assurance. A supplemental appropriation would assist us in accomplishing our goals of advancing the mission of the Children's Advocacy Centers and ensuring justice and healing for the children and families we serve daily.

The primary aim of leveraging state funds is to ensure that every child and family impacted by abuse in Louisiana can access a wide range of comprehensive, high-quality care, justice, and healing through the vital services offered by a Children’s Advocacy Center (CAC).
Currently, CACs depend significantly on funding from the Louisiana legislature, which plays a crucial role in sustaining their operations and enhancing their ability to serve vulnerable populations. For the fiscal year 2024-25, state funds will persist in being allocated to CACs, which guarantees the availability of essential services as detailed in the Louisiana Children’s Code (Chapter 2, Articles 521 - 526). This important legislation establishes a solid framework for the operation and mission of CACs, ensuring accountability and uniformity in the delivery of services.
Moreover, a supplemental appropriation would be instrumental in helping us achieve our objectives of furthering the mission of the Children's Advocacy Centers, ultimately ensuring justice and facilitating healing for the countless children and families we support each day. By enhancing our resources, we can continue to foster a nurturing environment where healing is possible and justice is pursued relentlessly.

LACAC is the primary sub-recipient of a significant grant from the Office for Victims of Crime (OVC), awarded to the Office of the Governor of Louisiana, as well as funding from Act 662 provided by the Department of Children and Family Services. These funding sources support the Louisiana Child and Youth Trafficking Collaborative (LCYTC), which is a comprehensive statewide initiative aimed at improving outcomes for child and youth victims of sex and labor trafficking.
The LCYTC aims to achieve its objectives through a multi-disciplinary approach that encourages collaboration among various stakeholders, including government agencies, law enforcement, social services, healthcare providers, and non-profit organizations. Together, they work to create a strong support network for affected individuals. By coordinating resources effectively and enhancing the response and delivery of services, the initiative seeks to provide a more robust safety net for victims.
In addition to aiming to reduce the prevalence of child and youth sex and labor trafficking in Louisiana, the LCYTC focuses on strengthening systems for identifying and supporting these vulnerable populations. Louisiana’s Children’s Advocacy Centers (CACs) are actively involved in delivering critical services to victims of human trafficking. With support from the LCYTC, this project intends to enhance the existing statewide network of coordinated local multidisciplinary teams.
Furthermore, it will promote connections among various agencies and community partners to ensure that victims receive comprehensive and streamlined assistance. By fostering cooperation and communication across different entities, the LCYTC aspires to create a unified front against trafficking, ultimately leading to improved recovery outcomes and long-term support for child and youth victims in Louisiana.
