What is the entity's public purpose, sought to be achieved through the use of state monies?
The public purpose of the entity is to empower underserved youth and families by addressing systemic barriers to education, employment, and stability through community-based programming. By providing access to workforce development, life skills training, mentorship, mental health resources, and emergency support services, the organization seeks to reduce poverty, increase economic opportunity, and promote safer, more resilient communities.
The use of state funds will help expand the organization’s reach and capacity by improving facilities, compensating staff who deliver essential services, and providing paid stipends to youth participants. These efforts contribute to long-term public benefits such as lower crime rates, increased high school and workforce engagement, and stronger family units. The investment in this work directly supports the state’s goals of community development, public safety, and equitable access to opportunity.
What are the goals and objectives for achieving such purpose?
The purpose of this project is to strengthen the organization's capacity to serve at-risk youth and families by improving its physical infrastructure, enhancing workforce and life skills programming, and supporting program delivery through sustainable staffing. The long-term intent is to improve educational, economic, and social outcomes for individuals in historically underserved communities while contributing to a safer, more stable, and more resilient public.
Goals:
Expand access to safe, functional community space to support youth and family programming. Facility improvements will allow the organization to serve more participants in a secure, welcoming environment that meets programmatic and safety standards.
Strengthen and grow youth workforce development and family support programming that provides underserved individuals with life skills, financial literacy, parenting support, leadership development, and job preparedness training.
Support sustainable and effective service delivery through the hiring and retention of qualified staff, including program facilitators, coordinators, and case managers who play a key role in participant success and program execution.
Enhance program impact and community stability through evaluation, tracking of outcomes, and collaboration with community partners to extend the reach and effectiveness of services.
Objectives:
Complete targeted building improvements—such as HVAC upgrades, flooring, lighting, and classroom updates—to expand capacity, improve safety, and create a more efficient and welcoming environment for programming.
Provide paid stipends to a minimum of 50 youth annually participating in workforce development, leadership, and life skills programs, removing financial barriers to participation and encouraging consistent engagement.
Implement at least four seasonal training cycles per year that serve youth and families with programming in financial literacy, parenting education, employment readiness, and mental health awareness.
Fund salaries for critical staff positions essential to program planning, facilitation, case management, and evaluation, ensuring reliable, high-quality service delivery.
Offer ongoing professional development to staff to improve program outcomes, strengthen trauma-informed care practices, and maintain a culturally responsive and inclusive approach.
Establish a system to track participant outcomes in areas such as education, employment, financial stability, and family well-being, using data to guide continuous program improvement.
Strengthen relationships with local schools, employers, service providers, and community leaders to improve wraparound support for participants and increase access to long-term resources.
What is the proposed length of time estimated by the entity to accomplish the purpose?
