Provide a summary of the project or program:
Bayou Goula, a small community in Iberville Parish on the west side of the Mississippi River, is home to over 500 residents and has played a unique role in American historical events. It was the launching platform for the Bernardo de Galvez March to the Fort of Baton Rouge, a significant event in American history. In 1699, Bienville found Tonti's letter of 1686 to La Salle in Bayou Goula, and Father Paul Du Ru built the first chapel in Louisiana near the village of Bayou Goula in 1700. The locality was identified as a cow pen in 1776 on the map because the community was marked a safe place to store cattle to feed the troops during the American Revolution. The first 2,000 cattle were driven and kept in Bayou Goula after being sent from Texas to feed the U.S. Troops for the ignited March of Galvez in the Revolutionary War.
Bayou Goula, Louisiana, has a rich American history embedded in core American values: resiliency, resourcefulness, safety, and faith. In keeping with this rich heritage, one of the community's staples is the Word of Truth New Life Center (WOTNLC). This non-profit began a quest to reinvigorate, ignite, and revitalize the community and the local area through a building they erected, the Golden-Howard Center (GHC). The center was built solely by WOTNLC, but the organization now needs the financial resources to establish further and offer the local community many needed services. The center's goals include but are not limited to providing educational resources, counseling services, social services, mental health services, family enrichment, promotion of healthy lifestyles, and a community shelter for residents during disasters. All of which are currently not available locally to the community.

What is the entity's public purpose, sought to be achieved through the use of state monies?
To provide the residents of Bayou Goula, Louisiana, and neighboring localities with a family and community enrichment center in their area. Currently, residents must travel to White Castle or Plaquemine for all services. There is nothing accessible without traveling between 5 and 11 miles.
Bayou Goula, Louisiana, and neighboring localities are in dire need of a family and community enrichment center. All American communities should be safe havens where services, resources, and training are available to strengthen their residents. However, smaller communities in rural areas, like ours, are often overlooked when opportunities are available because they lack access, knowledge, or the skills needed to advance. The lack of these resources is a pressing issue that needs to be addressed. Support for the Golden-Howard Center would provide educational resources, counseling, social services, mental health services, family enrichment, promotion of healthy lifestyles, youth services, and a community shelter for residents during disasters. All of which are currently not available locally to the community.
What are the goals and objectives for achieving such purpose?
To eliminate many of the desserts that exists in Bayou Goula, LA by completing and opening the Golden Howard Center to provide services locally.
Complete the center's interior infrastructure, purchase the equipment needed to operate under current state and federal regulations, retain the professionals to provide the services locally, open the center and offer the following:
Educational programs and resources for youth through seniors;
Provide a safe place of refuge for the community during disasters and tragedy including fires, floods, hurricanes, and tornadoes;
Provide a local food bank, given the area is a food dessert;
Provide counseling, social services, mental health services;
Provide family coaching and enrichment programs;
Promote fitness and healthy food choices and lifestyles; and
Provide cancer support groups
What is the proposed length of time estimated by the entity to accomplish the purpose?
18 months
