Provide a summary of the project or program:
Northshore Charter Schools, Inc., proposes to construct a new school building in Ward 4 of Washington Parish to expand the number of students served in a safe, accessible, modern learning environment. NCS currently contains grades K-8. NCS plans to eventually expand student enrollment and will include students from Pre-K thru 12th grade.
NCS was established as a Type II charter in 2013 but was re-authorized as Type I on July 1, 2018, due to failing performance. Since then, the school has risen from an "F"-School Performance Score (SPS) to a "C"-SPS. Because of the tremendous student growth and the many strides made, Northshore Charter Schools, Inc. has recently been re-authorized by BESE as a Type II Charter effective July 1, 2025. Northshore Charter School is currently in transition and excited to continue to provide enhanced opportunities, services, and resources, as well as a highly effective learning experience for our students.
The Northshore Charter School staff works diligently to provide quality education for our students- always doing more with less; but roadblocks from within our own community are prohibiting us from reaching these goals. We currently rent an administrative building that was previously an Army Reserve Training Center built in the 60’s from the City of Bogalusa. They have increased the operating costs with rent hikes, and with a tenuous lease agreement, we could be forced out of the facility at a moment's notice. Our building requires constant maintenance and repair. Our HVAC systems are old and building components are outdated. The bathrooms are not up to standards. The kitchen equipment at our school is constantly in a state of disrepair and needs to be replaced. Additionally, our classrooms are located in dilapidated rental modular buildings at an exuberant cost to the school every month. These modulars do not offer a safe, learning-conducive environment. Our current occupancy conditions do not provide what is needed to continue the progress we have made. Our facilities are simply not adequate to accommodate the students currently enrolled.
As a successful and growing school of choice in rural Washington Parish, Northshore Charter School must construct a school of its own. We are working diligently to secure funding for construction and expansion. As you know, Washington Parish is a very poor, underserved community with very few resources available. Supplementing employee salaries for construction planning and consulting would free up budgeted spending to be reallocated to building construction costs.
