The Sickle Cell Anemia Resource Foundation, Inc. (SCARF) is a nonprofit organization headquartered in Alexandria, Louisiana, serving individuals living with sickle cell disease across 12 parishes: Winn, Natchitoches, Sabine, Vernon, Rapides, Avoyelles, Grant, LaSalle, Catahoula, Concordia, Evangeline, and Allen.
Launched in Fall 2023, the SCARF Cares program directly supports our mission to improve the quality of life for individuals affected by sickle cell disease. With a client base of over 180 individuals—ranging from infants to adults—and more than 100 additional individuals we aim to reach, SCARF provides essential support services to reduce barriers to care, increase access to resources, and strengthen families impacted by this chronic condition. Our clients are predominantly African American, with 38% between the ages of 1 and 10 and nearly half residing in Rapides Parish.
This funding request is to expand and sustain the SCARF Cares program, enhancing our capacity to serve clients through the following:
• Transportation assistance: Increase the gas card value from $15 to $25 to better meet transportation costs for clinic visits. We currently have more requests than funding allows.
• Hygiene support: Expand hygiene package distribution from approximately 300 to 540 packages annually, including basic necessities often overlooked in health equity efforts.
• Crisis assistance: Provide critical support for clients and families facing housing instability, including utility assistance, rent, or temporary hotel stays.
• Operational support: office rent, along with annual telephone and internet services, ensuring continuity in service delivery and communication.
• Program infrastructure: Fund annual subscription costs for design and communications software used to produce donor letters, educational handouts, outreach materials, and event collateral.
• Mileage reimbursement: Offset rising transportation costs for staff delivering resources to rural areas.
The SCARF Cares program is closely integrated with the Region 6 Sickle Cell Clinic, which SCARF helped establish in partnership with the Louisiana Office of Public Health. Youth patients attend bi-monthly visits at this local clinic without which many would need to travel to Shreveport for care.
With your support, SCARF will continue to meet urgent needs, expand reach, and sustain vital services for one of the most underserved patient populations in Central Louisiana.

The Sickle Cell Anemia Resource Foundation (SCARF) seeks to fulfill a vital public purpose by addressing health disparities and improving health outcomes for individuals with sickle cell disease (SCD). Through state funding, SCARF aims to reduce barriers to care, increase access to essential support services, and improve the quality of life for clients and their families across a 12-parish region in Central Louisiana.
The specific public purposes achieved include:
• Health Equity and Access: Providing transportation assistance, hygiene supplies, and direct support for housing and utility needs, SCARF ensures vulnerable populations can access life-sustaining medical care and remain stable during health crises.
• Public Health Support: SCARF partners with the Louisiana Office of Public Health to support a regional sickle cell clinic, promote preventive care, reduce hospitalizations, and encourage early intervention—key priorities of the state’s public health mission.
• Economic Stability: By offering assistance to help families maintain housing and manage out-of-pocket healthcare-related costs, SCARF reduces financial burdens, prevents homelessness, and stabilizes families facing medical crises.
• Education and Outreach: SCARF educates the public about sickle cell disease and trait, raising awareness and promoting early detection, especially among new parents, educators, and healthcare professionals.
In summary, state funding will enable SCARF to provide equitable, community-based support that aligns with Louisiana’s broader goals of improving public health, advancing health equity, and supporting underserved communities.
What are the goals and objectives for achieving such purpose?
To achieve SCARF’s public purpose of improving health outcomes, access to care, and overall quality of life for individuals living with sickle cell disease, the following goals and objectives have been established:
Goal 1: Increase access to essential health services for individuals with sickle cell disease.
• Provide transportation assistance in the form of $25 gas cards to at least 200 families annually to reduce missed appointments at the regional sickle cell clinic.
• Reimburse staff mileage for delivering resources to rural and underserved clients, ensuring equitable access to services across 12 parishes.
Goal 2: Improve hygiene and basic needs support for sickle cell clients and families.
• Expand the distribution of hygiene packages from 300 to 540 per year, focusing on clients with limited financial resources.
• Offer targeted housing and utility assistance to at least 25 families per year facing emergencies or temporary displacement due to health-related crises.
Goal 3: Sustain and strengthen infrastructure for sickle cell support services.
• monthly rent, internet, and telephone costs for the SCARF office in Alexandria to maintain a stable base of operations.
• Maintain software subscriptions that support donor communication, educational materials, and outreach efforts to engage families, partners, and the public.
Goal 4: Promote health education and early intervention.
• Collaborate with the Louisiana Office of Public Health to continue supporting and promoting the Region 6 Sickle Cell Clinic, enhancing preventive care and reducing long-term complications.
