           • Statement of Need – Louisiana churches and faith-based nonprofits are experiencing a Property and Casualty insurance crisis. Carriers have left the state, policies are being non-renewed, and when they are renewed, they see dramatic increases in rates, deductibles, and reductions in coverage. In short, many churches can’t find insurance, can’t afford the insurance they can find, and don’t have insurance options that meet their needs.
• Concept Document – The Fellowship of Louisiana Churches and Nonprofit Religious Organizations (FOLCNRO) exists to offer a self-insurance pool designed to provide relevant and affordable property and liability coverage to its members. Here's how the plan works:
o Participation and Underwriting: Each member church agrees to the participation agreement and bylaws set by the board of directors. Churches are underwritten based on their unique risk profiles, which consider factors such as location, construction type, total insured values, and past loss experience.
o Financial Investment and Responsibilities: Members are responsible for their annual premiums and their own deductibles in the event of property losses. The pool covers losses exceeding these deductibles up to an estimated $1 million. Additionally, the pool plans to purchase excess insurance for claims exceeding $1 million, aiming to match or exceed the 100-year catastrophic loss expectations, subject to market conditions.
o Coverage Details: The program is intended to be comprehensive, including wind and hail coverage. Wind and hail are subject to a percentage deductible based on the insured values of each building and its contents. The intention is to offer replacement cost coverage to members, with maximum benefits determined by the final reinsurance agreements.
o Documentation and Agreements: Each member will receive a member terms agreement and a copy of the participation agreement, outlining their responsibilities and the pool's offerings. This ensures transparency and clarity regarding the coverage provided.
• Eligibility Requirements – Any church or religious non-profit organization in the state of Louisiana. This would of course include any church or religious non-profit (food bank, school, camp, etc.).

What is the entity's public purpose, sought to be achieved through the use of state monies?
          Churches and Religious non-profits are responsible for caring for so many social services preventing the state from the burden of these services. Feeding the hungry, caring for the homeless, recovering after disaster, etc. With churches not able to afford property insurance, we would be one catastrophe away from losing many which would fall back on the state to resource the many social services churches and nonprofit religious organizations provide. in addition, providing this insurance service to so many churches and organizations would relieve Louisiana Citizens Insurance of last resort from having to provide coverage for so many, lessening state liabilities.

What are the goals and objectives for achieving such purpose?
          To provide affordable property insurance allowing churches and religious non-profit organizations the opportunity to continue serving their communities which result in less care/funding/resources needed from the state.
