What is the entity's public purpose, sought to be achieved through the use of state monies?
The public purpose of Ozanam Inn’s Food Security and Emergency Shelter Services Program is to address hunger, homelessness, and the unmet basic needs of vulnerable individuals throughout Louisiana, with a primary focus on the Greater New Orleans community. Ozanam Inn serves individuals from communities across the state, with approximately 45% of its Louisiana clients coming from areas outside of New Orleans, demonstrating the program’s broader regional and statewide impact.
Through the expenditure of state funds, Ozanam Inn will provide access to nutritious meals, emergency shelter, and essential supportive services for individuals experiencing homelessness and food insecurity.
State funding will help sustain these essential services, protect the health and well-being of individuals in need, and provide connections to case management, housing resources, and other supportive services that promote stability and progress toward self-sufficiency. By serving individuals from across Louisiana, Ozanam Inn helps address critical needs that extend beyond municipal boundaries and provides an essential resource for vulnerable residents who may have limited access to emergency shelter and supportive services in their home communities.
By addressing immediate food and shelter needs while facilitating access to longer-term supportive resources, the program will contribute to public health, community well-being, and housing stability while helping reduce the hardships associated with homelessness and food insecurity throughout Louisiana.
What are the goals and objectives for achieving such purpose?
Goal 1: Address Hunger and Food Insecurity
Provide nutritious meals to individuals experiencing homelessness and food insecurity throughout the Greater New Orleans area and other communities across Louisiana, helping address immediate nutritional needs and improve access to consistent food services.
Objectives:
• Provide food assistance to approximately 2,000 unduplicated individuals annually through Ozanam Inn’s food security and emergency shelter services.
• Prepare and serve an estimated 200,000 meals annually to individuals experiencing hunger and food insecurity.
• Purchase food and maintain meal preparation and service operations to meet the nutritional needs of individuals who rely on Ozanam Inn for assistance.
• Track the number of meals served and unduplicated individuals receiving food assistance throughout the 12-month funding period.
Goal 2: Provide Safe Emergency Shelter and Essential Services
Provide safe emergency shelter, essential supplies, and supportive services to individuals experiencing homelessness, addressing immediate needs for overnight accommodations, personal hygiene, and basic necessities.
Objectives:
• Support the operation of Ozanam Inn’s 156-bed emergency shelter, providing safe overnight accommodations for individuals experiencing homelessness.
• Provide emergency shelter and essential services to shelter guests and program participants, serving approximately 2,000 unduplicated individuals annually across the program.
• Purchase essential shelter supplies, bedding, hygiene products, and other basic necessities to support safe and sanitary living conditions.
• Maintain shelter and program services in response to community needs, including overnight guests and individuals accessing other program services.
• Track shelter utilization, individuals served, and the provision of essential services throughout the 12-month funding period.
Goal 3: Promote Housing Stability and Self-Sufficiency
Connect individuals experiencing homelessness with case management, housing resources, and supportive services that address barriers to permanent housing and promote greater stability and independence.
Objectives:
• Support an estimated 100 individuals annually in securing permanent housing, helping them transition from homelessness to stable living arrangements.
• Connect shelter guests and program participants with case management and appropriate community resources based on their individual needs.
• Assist eligible individuals in accessing permanent housing referrals, employment resources, and other supportive services that promote self-sufficiency.
• Document service connections, housing referrals, and permanent housing outcomes to measure progress toward housing stability during the 12-month funding period.
Performance measures for the state appropriation
Performance measure Annual target
Unduplicated individuals served 2,000
Meals prepared and served 200,000
Emergency shelter capacity 156 beds
Individuals supported in securing permanent housing 100
Important clarification for the application: The 156-bed figure represents shelter capacity, not the total number of people served. Ozanam Inn also serves program participants and may accommodate additional overnight guests as needed. The 2,000 unduplicated individuals figure represents the annual number of unique individuals served across the program, so individuals receiving multiple services should be counted only once.
What is the proposed length of time estimated by the entity to accomplish the purpose?
12 months ( one fiscal year)
