Provide a summary of the project or program:
ORPHIC RISE (Redirect, Integrity, Success, Empower) is a comprehensive youth empowerment and workforce development initiative designed to create educational, personal, and economic opportunities for at-risk and underserved youth and young adults ages 14–22. Developed through Orphic Training Academy, the initiative seeks to address barriers that prevent young people from achieving academic success, securing meaningful employment, developing essential life skills, and becoming self-sufficient members of their communities.
Many young people face significant challenges, including poverty, limited access to career training, educational setbacks, unemployment, unstable family environments, and a lack of positive mentorship. Without structured intervention and access to supportive resources, these barriers can contribute to continued economic hardship and limited career opportunities. ORPHIC RISE is designed to bridge these gaps by providing a safe, supportive, and structured environment where participants can develop confidence, discover their strengths, and establish clear pathways toward personal and professional success.
Program Structure and Services
ORPHIC RISE utilizes a comprehensive, phased approach that combines personal development, workforce preparation, mentorship, and career exploration.
All participants complete three foundational pathways:
1. Life Skills & Personal Development: Financial literacy, budgeting, communication, conflict resolution, decision-making, goal setting, personal responsibility, and healthy relationships.
2. Workforce Readiness: Resume development, interview preparation, workplace etiquette, professional communication, career planning, and employment readiness.
3. Mentorship & Leadership Development: Positive mentorship, leadership workshops, community engagement, confidence building, and personal accountability.
Following completion of the foundational pathways, participants are assessed based on their interests, readiness, and career goals and may transition into one of two specialized career pathways:
•Healthcare Pathway (Ages 16–22): Exposure to careers in phlebotomy, medical assisting, EKG technology, nursing assistance, and other allied health professions, with opportunities to pursue additional training and industry-recognized credentials.
•Beauty & Wellness Pathway (Ages 14–22): Career exploration in cosmetology, esthetics, skincare, wellness, customer service, and entrepreneurship, emphasizing creativity, professionalism, and business development.
The initiative is designed around structured 4–8-week cohort cycles, incorporating interactive instruction, mentorship, career exploration, hands-on learning opportunities, and community partnerships.

What is the entity's public purpose, sought to be achieved through the use of state monies?
The public purpose of ORPHIC RISE Youth Pathways Initiative is to promote youth development, educational advancement, workforce readiness, economic self-sufficiency, and community stability by providing structured support services to at-risk, underserved, and economically disadvantaged youth and young adults ages 14–22.
Through the use of state funds, ORPHIC RISE seeks to address barriers associated with poverty, unemployment, educational disengagement, limited career opportunities, and inadequate access to mentorship and workforce training. The initiative will provide life skills education, financial literacy, leadership development, career exploration, employment preparation, and positive mentorship to help participants successfully transition into adulthood and the workforce.
State funding will support the implementation of comprehensive youth development programming, including instructional personnel, educational materials, career readiness workshops, mentorship activities, participant support services, and specialized career pathways in healthcare and beauty and wellness. These services will equip participants with practical skills, strengthen personal responsibility, and create opportunities for continued education, vocational certification, entrepreneurship, and sustainable employment.
The initiative will also serve a broader public purpose by supporting workforce development, strengthening the availability of qualified entry-level workers, encouraging positive youth engagement, and reducing long-term dependence on public assistance through increased opportunities for economic independence.
The ultimate public benefit of ORPHIC RISE is to strengthen Louisiana communities by investing in young people, expanding access to education and employment opportunities, and helping break generational cycles of poverty. State funds will be directed toward activities that provide measurable community benefits, promote equal access to opportunity, and contribute to the long-term social and economic well-being of Louisiana residents.

What are the goals and objectives for achieving such purpose?
At OTS CARE, we believe every young person deserves someone who believes in them, regardless of their circumstances, background, or challenges. Too many young people grow up facing poverty, instability, limited opportunities, and a lack of positive guidance. Some begin to lose hope before they have even had the chance to discover their potential.
Our goal is not simply to prepare young people for employment. It is to restore hope, build confidence, create opportunities, and remind them that their lives have purpose and their futures matter.
Through ORPHIC RISE, we seek to achieve the following goals:
1.Restore Hope and Build Confidence: Provide a safe, supportive environment where young people feel valued, develop self-esteem, and recognize their potential.
2.Develop Essential Life Skills: Teach financial literacy, communication, decision-making, personal responsibility, and healthy relationships to prepare participants for independent adulthood.
3.Expand Educational and Career Opportunities: Provide workforce readiness training, career exploration, mentorship, and access to vocational training in healthcare, beauty and wellness, and entrepreneurship.
4.Remove Barriers to Success: Connect underserved youth with educational resources, transportation assistance where available, supportive services, and opportunities they may otherwise be unable to access.
5.Break Generational Cycles of Poverty: Equip participants with the skills, knowledge, and confidence necessary to pursue education, meaningful employment, financial independence, and long-term stability.
6.Create Lasting Community Impact: Measure progress through program participation, completion, skill development, and transitions into education, certification programs, or employment.
Our Commitment
We cannot change every hardship a young person has experienced, but we can help change what happens next.
We want to see the young person who once felt hopeless graduate, the teenager who never imagined having a career earn a certification, and the young adult who struggled financially build a stable future.
State funding will help us turn these possibilities into real opportunities for Louisiana's youth.
We are not simply asking for funding to operate a program. We are asking for an investment in young people who deserve to be seen, supported, encouraged, and given a genuine chance to succeed.
Because when we help one young person rise, we create the possibility for an entire family, generation, and community to rise with them.
