Provide a summary of the project or program:
In response to Louisiana’s historic economic investments and the expansion of new jobs, a retiring workforce, and the increased demand for new workers, New Orleans Career Center is proposing a Building Trades and Engineering Expansion in 2027-2028 to expand building trades and engineering training seats and programs to collectively serve 400 high schoolers, opportunity youth, and SNAP recipients in the 2027 - 2028 fiscal year. Funding will provide additional equipment, tools, and staffing to expand training in Carpentry, Electrical, HVAC (Heating, Ventilation, and Air Conditioning), and Welding. NOCC will also plan, prepare, and launch new training programs in Plumbing/Pipefitting. Additional program diversification will allow participants to specialize in new summer training opportunities for specific employers.
The state investment will also allow NOCC to ensure that accelerated growth does not come at the expense of quality. Instead, the funding will enable NOCC to build the staffing, student-support infrastructure, data systems, partnerships, technical pathways, and continuous-improvement practices necessary to support a larger and more diverse trainee population.
The goals and outcomes of this project are to grow and diversify building trades and engineering programming.
Scale from four trades pathways to five or more trainings with 90% or more participants completing the program and earning on the following sets of stackable, nationally recognized stackable credentials
OSHA 10 + NCCER (National Center for Construction Education and Research) in addition to one of the following trade specific stackable credential bundles
NCCER Carpentry Levels I and II
NCCER Electrical Levels I and II
NCCER Welding Levels I and II
NCCER Pipefitting Level I and II and /or Pipetrades association apprenticeship curriculum
HVAC: EPA 605 and Employment Ready
AutoDesk Inventor 3D Modeling
Recruit and expand training to serve an additional 140 individuals and deepen program alignment with industry for the collective 400 individuals served.
Design and launch new summer training sessions for specific, career-aligned programs including Trade and Logistics, Industrial Worksite Readiness
Convene NOCC building trades and engineering employer advisory council quarterly to align existing training to job openings and scale seats in the highest demand industries. A subgroup of industry partners will advise on the build out of the plumbing/pipefitting program space and curriculum design.
Partner with targeted employers and Association for Builders and Contractors, Inc. (ABC Bayou Chapter) and NABTU affiliated trades unions to expand the number of NOCC trainees matriculating to registered apprenticeship programs that start in NOCC high school trades programming and include two years of apprenticeship credit that matriculate to a level 3/year 3 apprentice through structured, employer-driven training and aligned curriculum and skills.

What is the entity's public purpose, sought to be achieved through the use of state monies?
The New Orleans Career Center (NOCC) seeks $560,000 in state funding to expand its building trades and engineering training programs, strengthening Louisiana's workforce pipeline, and addressing critical labor shortages in high-demand industries.
As a nonprofit partner to Louisiana's public education and workforce development systems, NOCC serves as a bridge between education, workforce training, and meaningful employment. NOCC prepares high school juniors and seniors, bridge-year students, and SNAP recipients for high-wage, high-demand careers through industry-aligned technical education, employer-valued credentials, hands-on training, and direct connections to employment and apprenticeship opportunities.
The requested state investment will expand access to technical training in building trades and engineering, equipping more Louisiana residents with the skills and qualifications needed to enter and advance in these essential industries. By aligning training programs with employer demand and strengthening partnerships among schools, workforce agencies, community organizations, and industry leaders, NOCC will help close workforce gaps while creating pathways to economic mobility for individuals who might otherwise face barriers to employment.
This investment serves a clear public purpose by strengthening Louisiana's skilled workforce, increasing access to industry-recognized credentials and employment opportunities, supporting economic self-sufficiency, and advancing statewide economic development. Through expanded training capacity and improved connections between education and employment, NOCC will help ensure Louisiana businesses have access to a qualified workforce while providing residents with opportunities to achieve long-term economic stability.
What are the goals and objectives for achieving such purpose?
he primary goal of the requested $560,000 state appropriation is to expand NOCC's building trades and engineering programs to increase the number of Louisiana residents prepared to enter high-wage, high-demand careers. NOCC will accomplish this goal through five core objectives:
1. Recruitment and Enrollment: Expand outreach and recruitment efforts to increase participation in building trades and engineering training programs, with a focus on high school students, bridge-year participants, SNAP recipients, and individuals facing barriers to employment. NOCC will work with schools, community organizations, workforce development agencies, and other partners to identify prospective trainees and connect them with available training opportunities.
2. Technical Training and Workforce Readiness: Increase access to high-quality, hands-on technical education in building trades and engineering that directly responds to Louisiana's workforce needs. Training will emphasize industry-relevant technical competencies, workplace readiness, and the practical skills necessary to succeed in employment, apprenticeships, and continued technical education.
3. Industry-Recognized Credentials: Increase the number of program participants earning employer-valued, industry-recognized credentials that demonstrate technical proficiency and improve employment prospects. NOCC will align credentialing opportunities with industry standards and employer expectations to ensure graduates possess qualifications that are relevant and competitive in Louisiana's labor market.
4. Work-Based Learning Opportunities: Expand partnerships with employers and industry professionals to provide trainees with meaningful work-based learning experiences, including job shadowing, internships, apprenticeships, and other opportunities for direct exposure to the workplace. These experiences will strengthen trainees' professional networks, reinforce technical instruction, and facilitate successful transitions from training into employment.
5. Employer Engagement and Hiring Fairs: Strengthen relationships with employers in the building trades, engineering, and related industries to connect program participants with available employment opportunities. NOCC will organize hiring fairs and employer engagement events that provide trainees with direct access to prospective employers, facilitate recruitment, and support job placement.
