Provide a summary of the project or program:
Through the Community Pathways Network (CPN), a state-prioritized child welfare prevention model delivered in partnership with the Louisiana Department of Children and Family Services (DCFS), Boys Town Louisiana (BTLA) will serve as a lead provider of coordinated prevention and family support services. These services help families address challenges early, strengthen protective factors, and reduce the need for deeper system involvement. Programming is tentatively scheduled to begin in the first quarter of 2027, with full implementation anticipated in September 2027.
The CPN model is designed to strengthen children and families by connecting them with appropriate community-based services. As the proposed coordinating lead entity, BTLA will manage referral flow, facilitate initial engagement and assessment processes, and coordinate connections to services provided directly by BTLA or qualified community providers. In partnership with DCFS and network providers, the program will work to improve child and family well-being, prevent unnecessary foster care entry, reduce time in care, and support safe reunification and permanency outcomes. By investing in the implementation of this model, Louisiana can strengthen its prevention-focused approach to child welfare and expand access to coordinated services that address family needs before they escalate into more intensive and costly interventions.
To support implementation of the CPN contract across its four-parish service area, BTLA is requesting funding for facility expenses, technology infrastructure, office furniture, and security equipment necessary to establish a larger, centrally located community center. The proposed 2,000-square-foot facility will be in either New Orleans East or the Lower Ninth Ward, two areas where BTLA seeks to improve access to community-based services for families with significant needs. These communities have historically experienced barriers to accessing coordinated family-support services, making them strategic locations for prevention-focused child welfare interventions. Establishing a larger presence in these communities will help BTLA meet families where they are, reduce barriers to participation, and engage families as active partners in identifying their own strengths and needs. Locating the center in one of these areas will improve access for local families while positioning the program to serve families across the broader service area. The Lower Ninth Ward's proximity to St. Bernard Parish also offers an opportunity to improve accessibility for families in that parish.
General appropriations funding will support the facility and operational resources required to launch the CPN model effectively. Facility costs will include expenses associated with securing and preparing the space for program operations. Information technology needs include data cabling, computer hardware supplies, and computer monitors to support staff operations and coordination. Office furnishings will include desks, chairs, file cabinets, tables, and other essential items, along with associated delivery and installation. Security equipment and supplies will help establish a safe environment for staff and program operations.
These resources will provide the foundation for effective coordination among BTLA, DCFS, and participating community-based providers, enabling the network to connect families with services that address their needs. Requested funding represents an investment in the infrastructure needed to implement Louisiana's prioritized child welfare prevention model, not simply in a physical facility. By supporting coordinated service delivery, strengthening families, and helping prevent unnecessary foster care placements, this investment will advance the state's child welfare priorities and support improved safety, stability, reunification, and permanency outcomes for participants.

What is the entity's public purpose, sought to be achieved through the use of state monies?
Boys Town Louisiana (BTLA) is a community-based organization with a longstanding presence in New Orleans and a commitment to strengthening children, families, and communities. In 2025, BTLA served 1,221 children and 630 families through its programs and services. Guided by the belief that every child deserves a safe, stable home and every family deserves the opportunity to succeed, BTLA’s mission and service philosophy align closely with the goals of the Community Pathways Network (CPN) model.
Through implementation of the CPN model, BTLA seeks to strengthen families, promote child safety and well-being, prevent unnecessary entry into foster care, and support timely reunification and permanency for children in care. State funding will support the infrastructure necessary to coordinate and deliver these community-based services, helping ensure children and families have access to the resources and support needed to achieve lasting stability.
Specifically, general appropriations funding is requested for initial facility expenses, technology infrastructure, office furniture, and security equipment associated with establishing a larger, more centrally located community center. The facility will provide the space and resources necessary to support implementation of the CPN contract across its four-parish service area, facilitate program coordination and collaboration with community-based providers, and improve access to services for children and families.
This state investment will cover initial startup and implementation costs, allowing BTLA to establish the infrastructure needed to support the program while prioritizing long-term sustainability. BTLA is prepared to assume ongoing facility expenses in subsequent years, ensuring the state’s investment provides a foundation for continued program operations beyond the initial funding period.
What are the goals and objectives for achieving such purpose?
Boys Town Louisiana’s (BTLA) goal is to establish an effective, coordinated network of services that addresses the needs of children and families, strengthens community partnerships, and improves outcomes within the child welfare system. This goal aligns with the federal Title IV-E Prevention Services framework established under the Family First Prevention Services Act (FFPSA) and Louisiana’s approved Title IV-E Prevention Plan. Both emphasize strengthening families, preventing unnecessary foster care placements, and promoting safe, stable family environments. The Community Pathways Network (CPN) model advances Louisiana DCFS’s vision of ensuring children and families are safe, supported by stable family relationships, connected to high-quality services, and served by professionals who collaborate to achieve positive outcomes. The following objectives will guide BTLA’s implementation of CPN and use of state funding:
-Strengthen family stability and promote child safety. Connect children and families with services that address identified needs, build protective factors, and support safe home environments. By addressing needs early and reducing barriers to support, BTLA will help prevent family circumstances from escalating to the point of foster care entry when children can safely remain at home.
-Improve coordination and access to community-based services. Manage referrals, facilitate initial engagement and assessment, and connect youth and families with appropriate services provided by BTLA and qualified community partners. Collaboration with DCFS and network providers will reduce barriers, promote continuity of care, and ensure families receive services that meet their individual needs.
-Support timely reunification and permanency. Connect children and families involved with the child welfare system to services that address identified needs and support safe reunification or other appropriate permanency outcomes. Coordination with DCFS and network providers will help reduce unnecessary delays and time in care while promoting stable family relationships and lasting connections.
-Establish accessible infrastructure to support program implementation. Secure and equip an approximately 2,000-square-foot community center in either New Orleans East or the Lower Ninth Ward. These locations will improve access in high-need communities, with the Lower Ninth Ward also providing proximity to St. Bernard Parish. A larger community presence will help BTLA meet families where they are, build trust, and engage families as partners in identifying their needs and goals. State funding will support facility expenses, technology infrastructure, office furnishings, and security equipment needed to accommodate anticipated growth and CPN operations.
-Establish effective operational processes and provider collaboration. Work with DCFS and participating community providers to finalize and implement protocols for referral management, intake, eligibility determination, initial engagement, assessment, and service initiation. BTLA will facilitate communication and coordination across the network to streamline service connections and provide a responsive experience for children and families. These processes will support trauma-informed, strengths-based practices and continuous improvement.
Through these objectives, BTLA will establish the operational capacity, community partnerships, and facility resources necessary to implement CPN. The intended result is a coordinated, family-centered approach that strengthens families, promotes child safety, prevents unnecessary foster care entry, and supports timely reunification and permanency, advancing the priorities of Louisiana’s child welfare system and Title IV-E Prevention Plan.
What is the proposed length of time estimated by the entity to accomplish the purpose?
The Community Pathways Network (CPN) contract has a three-year term, with an anticipated program start in the first quarter of 2027 and full implementation occurring in September of 2027. Boys Town Louisiana (BTLA) is prepared to assume responsibility for facility lease expenses during years two and three of the contract. State funding for the initial year will help offset startup and facility costs, allowing BTLA to redirect funds otherwise allocated for rent toward other program needs. This approach will support the successful launch of the CPN program while promoting long-term financial sustainability and BTLA’s continued commitment to serving children and families throughout the contract term.
