Provide a summary of the project or program:
Loyola University New Orleans requests $2,000,000 in supplemental state funding to modernize critical emergency communications, campus access controls, backup power, and physical security infrastructure. The initiative addresses aging systems that may impede rapid communications, coordinated building security, and continuity of essential services during hurricanes, severe weather, public safety incidents, and major events.
The project would replace the University’s end-of-life telephone system; modernize swipe-card access for campus buildings with centrally managed controls; replace or upgrade aging diesel-based emergency generator systems with natural-gas solutions, subject to engineering and fuel-resilience review; and install vehicle-denial barriers and removable crash-rated bollards at priority campus approaches.
Generator improvements would prioritize Stallings Hall, designated for emergency operations center functions, and the Danna Center, envisioned as a location for emergency food and water support. Vehicle protection would address the Calhoun Street approach to Dittman Circle and access to the Peace Quad. Loyola would coordinate planning and emergency exercises through its formal partnership with the City of New Orleans as a preferred education and training provider, including interagency tabletop exercises and preparedness for high-security major events, including those with SEAR 1 designations where applicable.
The requested investment would improve emergency response capabilities, protect campus constituents and visitors, and support continuity of operations and coordination with local public safety agencies.

What is the entity's public purpose, sought to be achieved through the use of state monies?
Loyola seeks to safeguard students, faculty, staff, campus visitors, and the surrounding community by strengthening its capacity to communicate, respond, shelter, and maintain essential services during natural disasters, public safety emergencies, and major special events. As a university in New Orleans, Loyola operates in an environment exposed to hurricanes, flooding, severe weather, power disruptions, and complex public safety demands. Modern and reliable communications, controlled access, emergency power, and protective infrastructure are essential to effective preparedness and response.
The investment would provide public benefit beyond routine campus operations. By strengthening emergency operations capabilities at Stallings Hall and supporting emergency food and water distribution functions at the Danna Center, the University can better coordinate with public agencies and help sustain campus-based emergency response activities. The City of New Orleans partnership creates an opportunity for shared training, tabletop exercises, and coordinated preparedness for disasters and significant events. The proposed improvements would support life safety, operational resilience, and more effective interagency response.

What are the goals and objectives for achieving such purpose?
          1. Emergency Telephone System Replacement – $1,297,955.95

Loyola seeks to replace its aging telephone system to ensure reliable campuswide communications during emergencies, including hurricanes, evacuations, and lockdowns. Improvements include cloud-based telephone licensing, support, phones, headsets, adapters, gateways, backup capabilities, installation, testing, and training.

Five-Year Budget:

Zoom licensing and support: $1,055,100

Poly devices: $91,921.35

ATA hardware and support: $27,359.20

Migration and implementation: $123,575.40

Total: $1,297,955.95, before conditional credits.

This investment will strengthen emergency communications, operational continuity, and coordination with first responders.

2. Centralized Building Access Control – $1,200,000

Loyola seeks to modernize electronic door locks and card-access systems, establish centralized access management, and improve emergency lockdown capabilities.

An October 22, 2026 inventory identified 314 exterior doors/gates across 19 buildings, including 28 existing card-swipe locations, 126 exit-only openings, and 160 openings without electronic access.

At $7,500 per opening, estimated costs include:

Main Campus: 121 openings – $907,500

Broadway Campus: 39 openings – $292,500

An initial nine-building assessment identified nine entrance doors ($67,500, included in the campuswide estimate) and 39 provisional magnetic-lock control points requiring verification to prevent duplicate costs.

Improvements will strengthen campus security, centralized access permissions, emergency lockdowns, and authorized responder access.

3. Emergency Generator Modernization – $400,000

Loyola requests $400,000 to modernize backup power at Stallings Hall and the Danna Center, potentially replacing aging diesel generators with natural-gas systems and upgrading electrical connections, transfer switches, and controls.

Stallings Hall will support emergency operations, while the Danna Center will sustain food, water, and essential services during disasters.

Engineering assessments will evaluate reliability, redundancy, and site requirements. Facilities will reconcile costs and priorities with separate generator estimates for the parking garage and Police Department.

4. Vehicle-Denial Barriers and Crash-Rated Bollards – $175,000

Loyola requests $175,000 to prevent unauthorized vehicle access and protect pedestrian gathering areas.

Proposed improvements include:

Dittman Circle barrier at Calhoun Street: $127,000

Six removable crash-rated bollards at Peace Quad: $48,000

Improvements will enhance pedestrian safety while maintaining emergency and service access. Final designs will address crash ratings, accessibility, utilities, and coordination with public authorities.

5. City of New Orleans Emergency Preparedness Partnership

Loyola will leverage its partnership with the City of New Orleans to strengthen emergency planning, interagency coordination, and disaster response.

Joint planning and tabletop exercises will address hurricanes, utility outages, communications failures, shelter operations, resource coordination, and major-event security, including SEAR 1 events when applicable.

University public safety, facilities, emergency management personnel, and City partners will participate to establish coordinated response protocols, identify operational gaps, and improve readiness.

TOTAL IDENTIFIED PROJECT COST: $3,072,955.95

Includes four budgeted projects. Partnership and exercise costs remain to be determined, with anticipated phased implementation.

These investments will strengthen campus security, emergency communications, disaster resilience, and public safety coordination while protecting students, employees, visitors, and University facilities.

What is the proposed length of time estimated by the entity to accomplish the purpose?
Generator equipment quotations indicate approximate lead times of 21–36 weeks, with transfer switches estimated at 12–14 weeks. The overall project schedule depends on finalized specifications and coordinated procurement.
