Provide a summary of the project or program:
           Ward 3 Water System is in need of Water System improvements which included replacement of an 8" diameter transite pipe,
paint the existing elevated tank, install a new water well, refurbish the existing water office, install new water valves, refurbish the
chlorinator, and replace the existing meters with radio read meters. The Water System has done well with maintaining their
system, and usually requests a CWEF each year for assistance with water system repairs. However, they are in need of some large
scale improvements. The transite pipe is old and brittle, and water line breaks are frequent. The elevated tank is in desperate need for painting. The system's existing wells are aging and they are in need of a replacement well. The water office has had no major upgrades since its original construction, and needs refurbishment. Per the State's Title 51, Part XII Sanitary Code, water systems are required to have a minimum of two water wells. Additionally, all water distribution systems shall be free of defective
materials to prevent interruptions of service. Without these improvements, there is a risk of leaving the system users without
water, should any of the transmission mains or wells fail. The system would like to increase efficiency by replacing all existing
meters with radio read meters, which will be more accurate than the 30 year old meters and reduce man hours, monthly, spent
on reading meters. The system has broken the project up into three years of funding. Year One will be to install a water well
($810,000). Year Two will paint the existing elevated tank ($517,900). Year Three will include the distribution improvements and
the improvements to the water office ($468,588). Planning, permitting, bidding, and construction will occur in each year.
Resident Project Inspection has been included in Equipment ($40,000). Inspection will be required, as the project includes improvements to a potable water system, which must adhere to the public sanitary codes. They do not have the fiscal capacity to undertake these projects, and do not have enough customers to undertake a loan, as it would make the water bills unaffordable.
