Provide a summary of the project or program:
           West Winn Water System is seeking funds for a Water System Improvement project. The Water System serves approximately 650 customers in the Western portion of Winn Parish, near U.S. 84. The System currently has an Administrative Order due to violations of the Disinfection Byproduct Rule. The System is working to address the A.O, with one of the first steps being the reduction of high organic carbons in their wells and distribution system. When total organic carbons react with chlorine during
the disinfection process, it produces disinfection byproducts. The proposed project will rehabilitate two water wells, which will
include an acid wash to remove the accumulation of organics. In addition, a chemical feed system will be installed to reduce the build-up of organics in the distribution pipes. The combination of the two, should reduce their disinfection byproducts to either
bring them into compliance or allow them to proceed with a more economic and effective treatment method. This project is much needed, as treatment of disinfection byproducts through filtration can be very expensive, and without grants will have to be completed through a loan program, which their customers cannot afford. Once the chemical feed system is in place and the disinfection byproducts are monitored, the scope of the project will be to install devices such as aeration or if necessary,
filtration. The goal is to provide more reliable treated water for the residents, and bring the system back into compliance;
thereby, addressing the Administrative Order. The System is going to enter the LDH DWLRF program, which can be used as a match. Inspection costs ($34,000) and permitting and compliance (6,000) are included in equipment, as it will be required. The System will be requesting $907,500 in Year One, as they need to address the issue immediately.
