On August 25, 2026, the André Cailloux Center for Performing Arts and Cultural Justice closed on 2541 Bayou Road, the former St. Rose de Lima Church, built in 1914. This request supports three uses over one year: preservation of the 112-year-old historic building, including the bell tower, structural, window and basement repairs identified in a 2025 professional inspection; capital improvement, including replacement of the building's climate control systems; and public cultural access and programming that shares the history this building holds, including the We've Got a Story to Tell immersive tour for Louisiana school groups and the public, and free and low-cost community programming. St. Rose de Lima is where Father Claude Paschal Maistre held the 1863 funeral mass for Captain André Cailloux of the 1st Louisiana Native Guard, one of the defining public gatherings in New Orleans during the Civil War. Together, these uses keep that history standing, safe and open to the public on Bayou Road, one of the oldest corridors in New Orleans.

What is the entity's public purpose, sought to be achieved through the use of state monies?
To preserve the historic 1914 former St. Rose de Lima Church and the cultural and narrative history it holds by keeping 2541 Bayou Road open to the public as a living cultural and educational site: preserving the building and its place in Louisiana's history for future generations; making capital improvements, including replacement of the climate control systems, so the building stays safe and open to the public year-round; giving Louisiana students and residents free and low-cost access to Louisiana's history and culture, including the story of Captain André Cailloux, the 1st and 3rd Louisiana Native Guard, and the Bayou Road corridor; and supporting local artists and cultural workers.

What are the goals and objectives for achieving such purpose?
          1. Bring at least 1,000 Louisiana students to the We've Got a Story to Tell school tour over the year.

2. Hold public programs at the building year-round, with free or low-cost community access.

3. Pay local artists and cultural workers fairly for this work.

4. Keep the historic building open, safe and accessible to the public during program hours.

5. Report attendance, students served and artist payments to the state at the end of the funding year.

What is the proposed length of time estimated by the entity to accomplish the purpose?
           12 months, state fiscal year July 1, 2027 to June 30, 2028
