EmpowHER LIFE proposes to implement the HER VOICE, HER POWER Youth Empowerment and Leadership Initiative, a comprehensive, community-based mentorship, prevention, and leadership development program serving girls and young women ages 13–25 in Shreveport, Bossier City, and surrounding Northwest Louisiana communities.

The initiative will prioritize underserved and economically disadvantaged participants who face barriers to positive mentorship, mental wellness education, financial literacy, leadership opportunities, and supportive community resources. The program will promote personal growth, emotional well-being, positive decision-making, and the development of essential life skills.

Through a structured 10-week curriculum, participants will engage in interactive workshops addressing personal identity, self-esteem, emotional regulation, anger management, healthy relationships, accountability, peer pressure, conflict resolution, goal setting, and personal development. Supplemental activities will include financial literacy, career readiness, leadership training, mentorship, and community service opportunities.

Recognizing the importance of family support, EmpowHER LIFE will incorporate parent and caregiver engagement activities designed to strengthen communication, encourage positive family relationships, and reinforce skills learned throughout the program.

EmpowHER LIFE will seek partnerships with schools, juvenile justice agencies, community organizations, and qualified professionals to support participant referrals, coordinate resources, and expand access to services.

During the proposed 12-month funding period, the initiative aims to serve approximately 100 girls and young women through multiple program cycles and educational workshops. The program will target an 80% completion rate among enrolled participants and measure improvements in emotional regulation, healthy relationships, financial literacy, and goal-setting knowledge through pre- and post-program assessments.

The requested $100,000 will support program coordination, qualified facilitators, educational materials, mental wellness workshops, facility expenses, participant outreach, family engagement activities, and program evaluation.

The initiative seeks to prevent high-risk behaviors, strengthen families, promote educational and economic opportunities, and equip participants with the confidence, resilience, leadership abilities, and practical skills necessary for long-term success.

Through this investment, EmpowHER LIFE seeks to create measurable, lasting improvements in the lives of underserved girls and young women while developing the next generation of confident, capable community leaders throughout Northwest Louisiana.

What is the entity's public purpose, sought to be achieved through the use of state monies?
EmpowHER LIFE seeks to advance the public welfare of Louisiana by providing accessible, community-based mentorship, mental health awareness and education, emotional wellness support, prevention services, leadership development, and life-skills programming to underserved girls and young women ages 13–25 in Shreveport, Bossier City, and surrounding Northwest Louisiana communities.

The proposed HER VOICE, HER POWER Youth Empowerment and Leadership Initiative will address barriers to mental and emotional well-being, personal development, educational achievement, economic opportunity, and access to supportive community resources.

The initiative recognizes the importance of addressing mental health challenges, including stress, anxiety, low self-esteem, emotional distress, trauma exposure, and difficulties developing healthy coping strategies. Through mental health education, healing-centered activities, emotional regulation workshops, positive mentorship, and supportive environments, participants will develop skills to strengthen their emotional resilience and overall well-being.

State funding will support structured programming that promotes mental health awareness, emotional regulation, self-esteem, healthy relationships, conflict resolution, financial literacy, educational and career readiness, and positive leadership. The initiative will also engage parents and caregivers to strengthen family relationships, encourage healthy communication, and reinforce positive behaviors.

EmpowHER LIFE will seek partnerships with qualified mental health professionals and community organizations to provide appropriate educational services, resource referrals, and access to additional support when needed. Any clinical mental health services will be provided only by appropriately licensed professionals.

The public purpose of this investment is to promote mental and emotional well-being, strengthen Louisiana families, reduce barriers to supportive services, expand educational and economic opportunities, and foster healthier, safer, and more resilient communities. State funds will be used for documented, allowable program expenses, with measurable outcomes and financial accountability.

What are the goals and objectives for achieving such purpose?
The primary goal of the HER VOICE, HER POWER Youth Empowerment and Leadership Initiative is to improve mental health awareness, strengthen emotional wellness, promote positive youth development, and empower underserved girls and young women ages 13–25 with essential life skills, leadership abilities, financial knowledge, and supportive relationships.

5. **Healthy Relationships and Personal Development:** Strengthen knowledge of conflict resolution, communication, peer pressure, boundaries, accountability, and positive decision-making.

6. **Financial Literacy and Career Readiness:** Provide education on budgeting, saving, financial responsibility, career exploration, personal goals, and economic independence.

7. **Leadership and Mentorship:** Connect participants with positive mentors, leadership training, community service opportunities, and activities promoting confidence, responsibility, and personal growth.

8. **Family Strengthening:** Offer parent and caregiver engagement opportunities that encourage healthy communication, mental health awareness, positive relationships, and supportive home environments.

9. **Community Collaboration:** Seek partnerships with schools, community organizations, juvenile justice agencies, licensed mental health professionals, and other stakeholders to strengthen referrals and service coordination.

10. **Program Evaluation:** Track enrollment, attendance, curriculum completion, workshop participation, and changes in mental health literacy, emotional wellness knowledge, coping skills, financial literacy, and leadership development through pre- and post-program assessments and participant surveys.

Successful implementation will be demonstrated through documented participation, improved knowledge and practical skills, greater awareness of available mental health resources, and increased access to positive community support systems.
