Question 1 – Project Summary

Representative Francis Thompson has expressed strong support for CoolKids Youth Services and its mission to create meaningful opportunities for youth and strengthen the community. His support reflects the importance of investing in projects that provide practical skills, career exposure, and pathways toward a successful future.

CoolKids Youth Services is seeking state funding for a Building Reconstruction & Workforce Development project that will combine building reconstruction with hands-on workforce training for both youth and adults. Participants will learn directly from an experienced instructor while gaining practical exposure to construction, renovation, and skilled trades.

The project will provide participants with opportunities to learn construction safety, tools and materials, renovation techniques, teamwork, problem-solving, and the responsibilities involved in completing a building project. Through supervised, hands-on instruction, youth and adults will gain practical knowledge and experience that can help prepare them for future employment, vocational training, and careers in construction and related trades.

These skills are especially important as Richland Parish experiences new economic development and workforce opportunities associated with the new Meta data center. Construction, building maintenance, electrical, mechanical, and other skilled-trade knowledge can help prepare local residents to pursue opportunities in the growing regional economy. This project will help connect residents with foundational skills and career awareness while strengthening the local workforce.

The building owner has generously made the facility available for this workforce development initiative and has committed to contributing 10% of the building’s net profit to CoolKids Youth Services on a long-term basis. This commitment represents a meaningful investment in the organization’s future and creates an opportunity to establish a sustainable source of financial support for CoolKids’ programs and services.

The requested state funding will support the reconstruction and development of the project, allowing participants to learn valuable workforce skills while participating in the building improvement process. The initiative will connect hands-on learning, workforce preparation, community investment, and long-term organizational sustainability.

The ultimate goal is to empower youth and adults through practical learning, introduce participants to career pathways, strengthen the local workforce, and help CoolKids Youth Services build long-term financial sustainability. Through the owner’s commitment to contribute 10% of net profit over time, this project is designed to provide lasting benefits beyond the initial reconstruction and help CoolKids continue serving the community for years to come.

What is the entity's public purpose, sought to be achieved through the use of state monies?
The public purpose of the Building Reconstruction & Workforce Development Center is to expand workforce development opportunities, strengthen economic opportunity, and support the long-term sustainability of CoolKids Youth Services while benefiting the residents of Richland Parish and surrounding communities.

This project will provide youth and adults with hands-on learning opportunities in construction, building reconstruction, renovation, and skilled trades under the guidance of an experienced instructor. Participants will gain exposure to construction safety, tools and materials, teamwork, problem-solving, and practical skills that can support future employment, vocational training, and career advancement.

As Richland Parish experiences economic growth and new workforce opportunities associated with the Meta data center, preparing local residents with foundational construction and technical skills is increasingly important. This project will help introduce participants to career pathways in construction, building maintenance, and related trades while contributing to a stronger and more prepared local workforce.

The project also reflects a commitment to community investment. The building owner has generously made the facility available for this initiative and has committed to contributing 10% of the building’s net profit to CoolKids Youth Services on a long-term basis. This commitment will help create a continuing source of support for CoolKids’ mission and services.

State funding will support a project that combines workforce preparation, practical education, community development, and long-term organizational sustainability. The public benefit extends beyond the reconstruction itself by providing learning opportunities, strengthening local workforce capacity, and helping CoolKids continue serving youth and families for years to come.
