Provide a summary of the project or program:
Cross To Crown Ministries Mentorship Academy respectfully requests $5 million from the Louisiana State Legislature to establish a permanent headquarters and statewide center for workforce development, education, mentorship, and community restoration in Baton Rouge.

The Academy is a faith-based, veteran-led nonprofit initiative serving at-risk youth ages 14–24, including school dropouts and young people affected by trafficking, gangs, substance abuse, poverty, and trauma. Services will also support veterans, adults seeking employment, and families facing hardship.

The primary funding priority is purchasing and renovating a large vacant commercial property, preferably a former Walmart Supercenter or comparable big-box facility. A preliminary target of 60,000–100,000 square feet will be evaluated against program needs, property availability, safety requirements, and renovation costs. The campus will house administrative headquarters, classrooms, welding and pipefitting workshops, HiSET preparation, computer and financial literacy labs, counseling and mentorship spaces, an Employment Hub, and a think tank focused on practical solutions to Louisiana's education and workforce challenges.

The project also proposes a ranch-style Animal-Assisted Education facility, on suitable adjoining or separate land, where supervised animal interactions will help participants practice responsibility, patience, teamwork, and communication. This program will complement trauma-informed instruction and appropriate support services.

Initial skilled-trade training will focus on welding and pipefitting, with future expansion into electrical work, machining, and related occupations. Instructors serving trauma-affected learners will receive specialized training in safety, inclusion, and trauma-informed practices. The Employment Hub will connect participants with apprenticeships, employers, and continuing education.

A phased statewide plan will establish satellite service locations across Louisiana's 64 parishes, beginning with partnerships and local coordination rather than immediate construction of 64 offices. These locations will connect residents to mentorship, educational support, and the Baton Rouge training campus.

The requested $5 million will primarily fund property acquisition, renovation, essential training equipment, development of the animal-assisted learning site, and initial statewide coordination. Final allocations will depend on property assessments and a detailed implementation budget. Progress will be measured through enrollment, training completion, credentials earned, job placements, and sustained community partnerships.

This investment will help Louisiana residents overcome barriers to education and employment, strengthen the skilled workforce, and build pathways to lasting independence. Cross To Crown Ministries Mentorship Academy is committed to transforming lives, restoring hope, and building stronger communities.

The Crown Awaits.

What is the entity's public purpose, sought to be achieved through the use of state monies?
The public purpose of Cross To Crown Ministries Mentorship Academy is to strengthen Louisiana communities by expanding access to workforce development, education, mentorship, rehabilitation support, and economic opportunity for underserved and vulnerable populations.

The Academy seeks $5 million in state funding to acquire and renovate a large commercial facility in Baton Rouge, preferably a former Walmart Supercenter or comparable property, establishing a permanent headquarters and comprehensive training campus. The proposed facility will house vocational training laboratories, classrooms, administrative offices, educational resources, counseling and mentorship spaces, an Employment Hub, and a research and development think tank focused on identifying practical solutions to workforce shortages, educational barriers, and community challenges.

The initiative will primarily serve at-risk youth ages 14–24, including school dropouts, victims and survivors of human trafficking, individuals affected by gang involvement, substance abuse, poverty, and physical or emotional trauma. Additional services will support veterans, unemployed adults, and families seeking pathways toward financial stability and independence.

Initial workforce training will concentrate on welding and pipefitting, with future expansion into electrical trades, machining, and other skilled occupations needed by Louisiana industries. Participants will also have access to HiSET preparation, financial literacy, leadership development, career counseling, and employment placement assistance.

A distinctive component of the project will be a ranch-style Animal-Assisted Education facility designed to promote responsibility, communication, teamwork, and personal development through structured, supervised interaction with animals.

The Academy's long-term public purpose includes developing satellite service locations throughout Louisiana's 64 parishes, increasing access to educational and workforce resources in rural and underserved communities.

Although founded upon faith-based principles, publicly funded activities will provide community services without requiring religious participation. State funds will be directed toward eligible public-purpose activities rather than religious instruction or worship.

Through this investment, Cross To Crown Ministries Mentorship Academy seeks to reduce educational and employment barriers, increase workforce participation, strengthen families, support vulnerable individuals, and promote long-term economic development throughout Louisiana. The ultimate public benefit is a better-prepared workforce, stronger communities, and greater opportunities for residents to become productive, self-sufficient citizens.

What are the goals and objectives for achieving such purpose?
The primary goal of Cross To Crown Ministries Mentorship Academy is to establish a sustainable, statewide educational and workforce development system that equips underserved individuals with practical skills, personal guidance, and opportunities for long-term economic independence.

The Academy will pursue the following goals and objectives:

Facility Acquisition and Development: Identify, purchase, and renovate a large commercial property in Baton Rouge, with a preliminary target of 60,000–100,000 square feet, subject to feasibility and funding. Establish administrative headquarters, classrooms, vocational workshops, counseling areas, and educational support facilities.

Workforce Development: Establish welding and pipefitting training programs as the Academy's initial vocational offerings. Develop partnerships with employers, industry professionals, apprenticeship programs, and educational institutions to provide practical instruction and pathways to employment. Expand into additional skilled trades as resources become available.

Educational Advancement: Provide HiSET preparation, computer literacy, financial education, career readiness, leadership development, and mentorship to help participants overcome barriers to education and employment.

Trauma-Informed Instruction and Support: Prepare instructors and staff to work effectively with individuals affected by trafficking, abuse, gangs, substance abuse, and other adverse experiences. Establish safe, inclusive learning environments and appropriate referral partnerships for specialized support services.

Animal-Assisted Education: Develop a ranch-style educational facility that uses supervised animal interactions to reinforce responsibility, patience, communication, teamwork, and positive behavioral development.

Employment and Economic Independence: Establish an Employment Hub to assist participants with resumes, interviews, apprenticeships, employment opportunities, and career advancement. Track training completion, credentials, employment placements, and participant progress.

Statewide Accessibility: Develop a phased network of satellite service locations across Louisiana's 64 parishes. Initially prioritize underserved communities and establish partnerships with local organizations to expand educational and workforce access.

Research, Innovation, and Accountability: Establish a think tank to evaluate workforce needs, identify effective mentorship and training practices, and recommend improvements. Maintain financial oversight, document expenditures, monitor participant outcomes, and provide required reports to funding authorities.

Long-Term Sustainability: Build partnerships with Louisiana employers, educational institutions, community organizations, private donors, and additional funding sources to support continued operations and future expansion.

These objectives will be implemented through a phased development plan, with measurable milestones for property acquisition, facility readiness, program launch, participant enrollment, training completion, and employment placement.

The Academy's ultimate objective is to create lasting educational, social, and economic opportunities while developing a skilled workforce capable of contributing to Louisiana's future.
