Provide a summary of the project or program:
The North Louisiana Civil Rights Coalition (NLCRC) requests $100,000 to implement Old Galilee Digital P.A.T.H. (Public Access To History): From Preservation to Public Access, a digital heritage initiative designed to research, preserve, interpret, and share the history of the Civil Rights Movement in Shreveport and Northwest Louisiana. The initiative will create a public-facing digital museum experience while the City of Shreveport continues rehabilitation of the historic Old Galilee Missionary Baptist Church, a pivotal church established by formerly enslaved African Americans and the future home of the North Louisiana Civil Rights Museum. The current structure was erected in 1924 and was the site of numerous civil rights events, including the first known audio of Dr. Martin Luther King, Jr. in a sermon delivered August 14, 1958, known as “The Speech at Galilee” in which the roots of his “I Have A Dream” speech can be traced.
Through this initiative, Old Galilee Digital P.A.T.H. will serve as a digital extension of the future North Louisiana Civil Rights Museum, providing a searchable online oral-history collection, interactive virtual exhibitions, and portable digital access experiences highlighting the people, places, and events that shaped the region's Civil Rights Movement.
NLCRC currently maintains approximately 50 recorded oral histories and a limited collection of historical photographs and artifacts. The project will support historical research, transcription, digitization, collections development, and preservation of these resources. Two interpretive virtual exhibitions, Memories of the Movement and Voices of the Movement, will incorporate oral histories, photographs, historical narratives, and other documented materials to expand public understanding of the region's turbulent and groundbreaking Civil Rights history, as well as its significant contributions to the national movement.
Qualified archival, interpretive planning, historical research, and digital media professionals will guide collections organization, historical content development, and digital exhibition production. The initiative will also pilot two portable digital access kiosks for use at participating libraries or educational venues, expand NLCRC's existing high school oral-history training curriculum, and support public educational programming.
The initiative will also establish digital historical resources and interpretive content that can support future educational programming and commemorative activities surrounding the 65th anniversary of Shreveport's pivotal 1963 Civil Rights events in 2028.
Old Galilee Digital P.A.T.H. will serve as both an immediate public-access resource and a foundational component of the future North Louisiana Civil Rights Museum. Its digital collections, interpretive exhibitions, and educational resources will be designed for continued use and integration into the museum's physical exhibitions and visitor experiences once Old Galilee opens, while remaining accessible to audiences beyond the museum's walls.

What is the entity's public purpose, sought to be achieved through the use of state monies?
The public purpose of Old Galilee Digital P.A.T.H.: From Preservation to Public Access is to preserve, interpret, and expand public access to Louisiana's Civil Rights history through historical research, digital technology, and public education. State funding will support the documentation, preservation, and interpretation of historically significant firsthand accounts, photographs, documents, and other resources associated with the people, places, organizations, and events that shaped the Civil Rights Movement in Shreveport and Northwest Louisiana.
Through a publicly accessible oral-history collection, interactive virtual exhibitions, and portable digital experiences at participating libraries and educational venues, the initiative will provide residents, students, educators, researchers, and visitors with meaningful opportunities to engage with this history before the physical museum opens. The project will also strengthen historical preservation efforts, promote intergenerational learning, and expand educational opportunities through NLCRC's existing high school oral-history training curriculum and community-based programming.
Old Galilee Digital P.A.T.H. will serve as both an immediate public-access resource and a lasting component of the future North Louisiana Civil Rights Museum. Its digital collections, historical narratives, and educational resources will be developed in adaptable formats for future integration into the museum's physical exhibitions, interactive displays, and visitor experiences while remaining available to audiences beyond the historic site. Through this investment, NLCRC will create enduring educational and cultural resources that benefit Louisiana residents and strengthen the future museum's historical and interpretive foundation.
What are the goals and objectives for achieving such purpose?
The goal of Old Galilee Digital P.A.T.H.: From Preservation to Public Access is to preserve, interpret, and expand access to Northwest Louisiana's Civil Rights history through digital technology, historical research, and public education while establishing lasting resources for the future North Louisiana Civil Rights Museum.
Goal 1: Historical Research, Collections Development and Preservation
Research, document, organize, and preserve historical resources associated with the Civil Rights Movement in Shreveport and Northwest Louisiana.
Objectives:
1. Inventory and assess approximately 50 recorded oral histories, prioritize transcription and cataloging, and prepare at least 25 interviews for public access, subject to recording condition, permissions, and available resources.
2. Research and identify photographs, historical documents, audiovisual recordings, and other resources through qualified historical researchers, archival professionals, and regional institutions.
3. Establish archival standards for transcription, metadata, rights documentation, digital preservation, and continued collections development.
4. Explore historical mapping resources to identify significant Civil Rights sites and support future interpretive experiences.
Goal 2: Digital Museum Development and Historical Interpretation
Develop an interactive digital museum experience that makes North Louisiana's Civil Rights history publicly accessible and creates reusable resources for future physical museum exhibitions.
Objectives:
1. Design and launch a searchable online oral-history database featuring an initial collection of at least 25 interviews, subject to processing and permissions.
2. Develop two interpretive virtual exhibitions, Memories of the Movement and Voices of the Movement, incorporating historical narratives, oral histories, photographs, and documented resources.
3. Engage qualified interpretive planning and exhibition professionals to develop historical themes, narratives, educational objectives, and accessible digital content.
4. Establish an expandable digital platform with reusable interpretive resources, exportable collections data, and provisions for long-term management and maintenance.
Goal 3: Public Access, Education and Community Engagement
Expand access to Civil Rights history through community-based digital technology and educational programming.
Objectives:
1. Pilot two portable digital-access kiosks at participating libraries or educational venues, subject to partner agreements and equipment requirements.
2. Expand NLCRC's existing high school oral-history training curriculum and develop supporting educational resources.
3. Conduct four community or library-based presentations introducing Digital P.A.T.H. and its historical resources.
4. Evaluate participation, accessibility, educational engagement, and feedback to guide future development.
Together, these goals will establish Old Galilee Digital P.A.T.H. as a sustainable public-history resource that advances preservation, interpretation, education, and museum development.
What is the proposed length of time estimated by the entity to accomplish the purpose?
Old Galilee Digital P.A.T.H.: From Preservation to Public Access will be implemented over a 12-month period of time.
