The 17th Ward Coalition Resiliency Project brings together The 17th Ward Coalition which includes Hollygrove Neighbors, Hollygrove-Dixon Neighborhood Association and Together Gert town to develop a community-driven plan for stronger, healthier, and better-prepared neighborhoods. Through resident surveys, community meetings, neighborhood mapping, and partnerships with academic and technical experts, the project identifies local concerns related to flooding, extreme heat, disaster preparedness, and family wellbeing. Residents guide priorities and help shape practical strategies that strengthen neighborhood connections, improve coordination, and inform future investments across the 17th Ward.

What is the entity's public purpose, sought to be achieved through the use of state monies?
Hollygrove Neighbors seeks state funding to advance the public health, environmental safety, and disaster resilience of New Orleans’ 17th Ward through continued community planning, resident education, and preparation for implementation of neighborhood priorities. The 17th Ward Coalition Resiliency Project is currently in its first year of planning. This investment would sustain that process and help translate resident findings into actionable strategies addressing flooding, drainage, environmental conditions, and public infrastructure.
Funding would strengthen the Coalition’s existing Community Advisory Board (CAB), 17th Ward residents, through monthly stipends recognizing members’ time, preparation, lived expertise, and contributions to project decisions. The project would engage our 15 CAB members residents through an environmental committee supporting neighborhood assessments, environmental education, and community planning. Compensation would reduce financial barriers to sustained resident participation and help ensure that those directly affected by neighborhood conditions shape proposed solutions.
State support would also fund project management and professional urban planning services. The project manager would coordinate activities, partners, schedules, expenditures, and reporting. An urban planner would help interpret neighborhood findings, assess land-use and infrastructure conditions, review relevant public plans, and develop feasible recommendations and implementation priorities with residents.
A resident Fact-Finding Mission would include visits to local projects addressing flooding and infrastructure challenges comparable to those facing the 17th Ward. Five educational sessions would address environmental conditions, zoning and land use, drainage, public infrastructure, and government services. Together, these activities would strengthen residents’ ability to document concerns, understand planning processes, evaluate potential approaches, and contribute to practical neighborhood solutions.
A three-month Community Storytelling and Public Awareness multimedia campaign would share project activities, findings, and resident experiences throughout the 17th Ward and New Orleans. Photography, video storytelling, and accessible educational content would communicate documented progress, increase environmental awareness, and encourage broader participation.
The expected impact is a stronger foundation for coordinated neighborhood investment: sustained resident leadership, increased environmental and planning knowledge, documented neighborhood needs and assets, and a community informed roadmap identifying priority actions, potential partners, and next steps for implementation. Progress would be measured through CAB and committee participation, completion of five educational sessions, documented site visits and assessments, development of planning recommendations, and campaign reach and engagement.

What are the goals and objectives for achieving such purpose?
The project’s overarching goal is to advance a resident-driven resiliency plan that addresses environmental conditions, flooding, drainage, and infrastructure needs across New Orleans’ 17th Ward while preparing residents to guide its implementation.
Key objectives are to:
Strengthen resident leadership and participation by sustaining the Community Advisory Board through monthly stipends and engaging 10 additional residents through an environmental committee.
Build community knowledge and planning skills through five educational sessions and fact-finding visits focused on environmental conditions, land use, zoning, drainage, infrastructure, and government services.
Develop an actionable resiliency plan by combining resident experiences, neighborhood assessments, and urban planning expertise to identify priorities, practical solutions, responsible partners, and implementation steps.
Prepare residents to present their plan to the New Orleans City Council through training in public speaking, interpreting and communicating findings, and developing a coordinated presentation that clearly explains community priorities and proposed solutions.
Increase public awareness and participation through a three-month multimedia campaign sharing resident stories, project findings, and opportunities for community involvement.
Establish a foundation for implementation and accountability through project management, measurable milestones, documented progress, and coordination with community partners and public agencies.
