This is a supplemental request for the Mu Zeta Foundation Expansion Project, funded with a $300,000 appropriation in Act 485 of the 2021 Regular Session. The Foundation has received $260,000 of those state funds and has met its required 25% match. This request adds to that award so the project can be completed; it is not a new project.
The Foundation has completed every step required to build. Williams and Williams Architecture, LLC designed the minimum 2,000 sq. ft. addition. The project was advertised in The Advocate three times as state bid law requires. A pre-bid conference drew about 20 attendees, Addendum No. 1 was issued, and bids will be publicly opened at the Foundation house on November 10, 2026. Contract award will follow FP&C approval.
Construction costs have risen sharply since the 2020 estimate of $135 per square foot. Tariffs and higher prices for materials and labor have pushed the expected construction cost well above the funds available. The scope has not grown: the addition remains the minimum 2,000 sq. ft. shown on the approved plans. The Foundation requests $300,000 in additional state funds, matched by $100,000 in membership funds on hand. This covers the current shortfall, further price increases before contract award, and a 10% construction contingency. Without these funds, the project cannot go to contract and the state's 2021 investment cannot be completed.
The Mu Zeta Foundation house, built in 1980 at 2021 Harding Boulevard, was the first sorority house erected and owned by Black women in Louisiana. It was designed by Henry Thurman, Louisiana's first African-American registered architect. Today it hosts mentoring and tutoring for K-12 students, scholarship programs, support for pregnant women and new mothers, meals for seniors and the homeless, and enrichment for seniors. The current 2,200 sq. ft. building cannot hold these programs at once or separate youth by age group, as national mentoring guidance recommends. The Foundation has limited the number of people it serves for lack of space.
The completed addition will give North Baton Rouge a 2,000 sq. ft. multipurpose room for youth, families, seniors and community groups. All services are delivered by volunteers at no cost to participants and are funded by member dues and donations.
