Provide a summary of the project or program:
Parole Project enhances public safety by helping incarcerated and formerly incarcerated men and women become productive, self-sufficient members of society. Founded in 2016 and based in Baton Rouge, Parole Project provides comprehensive, peer-led reentry services designed to reduce repeat criminal behavior, promote personal responsibility, strengthen families, and support successful transitions from incarceration to the community.

Parole Project owns and operates 50 residential properties that provide safe, stable transitional housing for individuals returning home from prison. Stable housing is a critical component of successful reentry, allowing participants to secure employment, establish financial stability, and develop the skills necessary for independent living. Our residential program combines housing with structured case management, life skills training, employment assistance, transportation, and individualized support. Participants are expected to actively engage in programming, pursue employment when able, and work toward greater independence.

Our comprehensive reentry program begins before release whenever possible and continues as participants establish themselves in the community. Trained reentry specialists, many of whom have successfully navigated their own transitions from incarceration, provide mentorship, guidance, and accountability. Participants receive instruction in financial management, budgeting, technology, workplace expectations, communication, and other practical skills necessary to maintain employment, manage household responsibilities, and live independently.

Through our Workforce Advancement Hub, Parole Project helps participants obtain employment, develop marketable skills, earn industry-recognized credentials, and advance toward stable, long-term careers. We work directly with employers, community colleges, industry associations, and workforce development partners to connect participants with available jobs and training opportunities, particularly in skilled trades and other high-demand industries. These efforts help participants become financially independent, contribute to Louisiana's workforce, and support themselves and their families.

Parole Project also recognizes that untreated mental health conditions, substance use disorders, and other challenges can interfere with an individual's ability to maintain employment, housing, and lawful behavior. Our social work professionals assess individual needs, coordinate appropriate services, and help participants address barriers that could otherwise undermine successful reentry.

Since 2016, Parole Project has served more than 730 formerly incarcerated men and women. Our participants have demonstrated a high rate of successful community reintegration and a consistently low rate of recidivism. These outcomes reflect the value of combining stable housing, employment opportunities, individualized services, and ongoing accountability.

Parole Project's approach represents a practical investment in public safety and Louisiana's workforce. By helping individuals remain employed, maintain stable housing, meet their responsibilities, and avoid returning to prison, our programs seek to reduce the financial and social costs associated with repeat incarceration. State funding supports a structured, results-oriented reentry model that promotes personal responsibility, strengthens communities, and helps formerly incarcerated individuals become productive, contributing citizens.

What is the entity's public purpose, sought to be achieved through the use of state monies?
Parole Project's public purpose is to enhance public safety by helping individuals returning from incarceration become productive, law-abiding, and self-sufficient members of society. Our programs are designed to reduce repeat criminal behavior, promote personal accountability, increase employment, and help individuals successfully reintegrate into their communities.

Each year, thousands of individuals leave Louisiana prisons and return to communities across the state. Without stable housing, employment, and appropriate support, many face significant obstacles to successful reentry. Parole Project addresses these challenges through a structured, comprehensive reentry program that emphasizes personal responsibility, employment, financial stability, and independent living.

State funding will support essential services, including transitional housing, individualized case management, peer mentorship, life skills training, employment assistance, workforce development, transportation, and behavioral health support. These services help participants establish stability, secure employment, meet their financial obligations, and develop the skills necessary to support themselves and their families.

A central objective of our work is to help formerly incarcerated individuals transition from reliance on public resources to productive employment and financial independence. Through our Workforce Advancement Hub, we connect participants with employers, occupational training, and opportunities for career advancement, helping strengthen Louisiana's workforce while reducing barriers to sustained employment.

Parole Project has demonstrated strong outcomes, with a high rate of successful community reintegration and a consistently low rate of recidivism among program participants. These results demonstrate the potential value of investing in structured reentry services that help individuals remain in their communities rather than return to costly incarceration.

State funding will leverage Parole Project's existing infrastructure, including 50 residential properties, experienced staff, and established partnerships with employers and community organizations. This investment supports a practical, results-oriented approach to public safety that promotes individual responsibility, reduces the risk of repeat incarceration, and helps individuals become contributing taxpayers, responsible neighbors, and productive citizens.

What are the goals and objectives for achieving such purpose?
Over a 12-month period, Parole Project will provide comprehensive reentry services to at least 100 men and women returning to Louisiana communities following incarceration. Our goal is to equip participants with the housing, employment opportunities, practical skills, and individualized support necessary to achieve successful community reintegration, financial stability, and greater self-sufficiency.

To accomplish this goal, Parole Project will pursue the following objectives:

1. Serve at Least 100 Participants: Provide individualized reentry planning, case management, peer mentorship, life skills training, employment assistance, and other essential services to at least 100 formerly incarcerated men and women during the 12-month funding period.

2. Achieve Employment for at Least 75 Participants: Assist at least 75 participants in securing employment within three months of release. Through our Workforce Advancement Hub, provide job readiness training, employment placement assistance, career planning, and connections to employers and workforce training opportunities. Continued support will focus on job retention, increased earnings, and opportunities for career advancement.

3. Support Stable Housing and Transitions to Independence: Provide transitional housing and related support services, with a goal of helping at least 50 participants secure permanent housing within six months of release. Participants will receive assistance with housing planning, financial management, and the practical responsibilities associated with independent living.

4. Deliver Structured Reentry Training and Individualized Support: Provide participants with practical instruction in budgeting, financial literacy, technology, workplace expectations, communication, and other essential life skills. Coordinate behavioral health services, substance use treatment, transportation, identification documents, and other resources as needed to support stability and successful reintegration.

5. Promote Accountability and Reduce Repeat Incarceration: Establish individualized goals, monitor participant progress, and provide ongoing support as individuals transition toward financial independence and self-sufficiency. Our objective is to maintain a high rate of successful community reintegration and a low rate of recidivism among program participants.

Parole Project will track participation, services delivered, employment outcomes, housing stability, and other indicators of successful reentry. These measurable objectives will demonstrate how state funding supports public safety, strengthens Louisiana's workforce, promotes personal responsibility, and helps reduce the financial and social costs associated with repeat incarceration.
